About this file

This is a Questions and Answers document for a Variable Refrigerant Flow (VRF) air conditioning system installation project at a VA facility.

The project involves installing one new VRF condenser, one branch box, and five indoor units, including four TPKFYP008LM1M0A units with 9,000 BTU cooling capacity. Mitsubishi and Trane are the basis of design, but equivalent VRF systems from other major manufacturers (including Daikin) will be considered if they meet or exceed performance requirements with full technical comparisons demonstrating equivalency. Vendors must provide VRF-compatible controls including Mitsubishi control wiring; Building Automation System integration is not required unless directed by the Government. The system is standalone and not connected to other condensers or central controllers. Installation work is divided between non-intrusive activities permitted during regular business hours and intrusive, noise-producing, or system-down activities that must be scheduled Friday evening through Sunday at noon, with full system operability required by Sunday 12:00 PM. Vendors must install equipment per manufacturer standards to activate manufacturer workmanship warranty and should provide a one-year labor warranty covering installation-related defects. Existing condensate drains may be reused if they meet code requirements; otherwise, new code-compliant drainage must be installed. Line set routing and lengths must be verified during a site walkthrough, which can be scheduled by contacting Station POC Clint Roberts at clint.roberts1@va.gov or 629-401-7413. Contractors are responsible for providing all refrigerant piping and materials per manufacturer requirements.

Question and Answers:

Below is a list of question and answers based on questions submitted prior to the deadline.

1. Could you please confirm whether Daikin would be accepted as an alternative manufacturer, provided the proposed equipment meets or exceeds. Yes ,as long as the equipment meets or exceeds.

2. Section 3 specifies regular business hours, while Section 7 specifies Friday– Sunday evenings with completion by Sunday noon. What are the permitted work hours, and must installation be completed within one weekend? Per the specification language you shared, non-intrusive work may occur during regular business hours. All intrusive, noise-producing, or system-down activities must be scheduled Friday evening through Sunday at noon, with the system fully operational by Sunday at 12:00 PM. Major installation activities should be planned for completion within that window unless otherwise approved.

3. Please provide available photos or layouts showing equipment locations, piping routes, approximate line-set lengths, and electrical connections. Vendors may request a brief walkthrough if additional field verification is needed.

4. Are existing condensate drains available for reuse, or is new drainage required?

Existing condensate drains may be reused if they meet slope, capacity, and code requirements. Where reuse is not feasible, vendors should plan to install new code-compliant drainage dedicated to the VRF indoor units.

5. What controls are required, including any integration with the existing building automation system? No, because the units are not direct patient care.

6. Who is responsible for the one-year workmanship warranty identified as manufacturer-provided? Vendors must install equipment in accordance with manufacturer standards to activate the manufacturer’s workmanship warranty. In addition, vendors should provide a one-year labor warranty covering installation-related defects not attributable to the manufacturer.

7. Are the specified Mitsubishi/Trane makes and models mandatory, or will equivalent equipment be accepted? Mitsubishi and Trane units are the basis of design. Equivalent VRF systems from other major manufacturers will be considered if they meet or exceed the required performance and include full technical comparisons demonstrating equivalency.

8. Please confirm whether the four TPKFYP008LM1M0A units require 8,000 or 9,000 BTU cooling capacity. Unless otherwise specified in the final construction documents, vendors should plan for a 9,000 BTU cooling capacity for these units.

9. Are the units connected to other condensers or a central controller? The project installs one new VRF condenser, one branch box, and five indoor units. The system is standalone and not tied to other condensers or a central controller.

10. Can you provide the line set lengths for each unit and between the condensers and branch controllers to assess A2L refrigerant limits? Routing and lengths are not specified and must be verified during the site walkthrough. Contractors must provide all refrigerant piping and materials per manufacturer requirements.

11. What type of thermostats or local controllers are required? VRF-compatible controls are required, including Mitsubishi control wiring. BAS integration is not required unless directed by the Government

12. Does the VA plan to hold a site visit? A site visit can be scheduled so vendors can verify measurements, assess installation constraints, and review access points by contacting the Station POC Clint Roberts clint.roberts1@va.gov / 629-401-7413.
