About this file

This file is a Request for Information (RFI) log and responses for the Relocate Police Dispatch project (621-23-104) at James H. Quillen VA Medical Center. The document contains 113 RFIs with corresponding government responses addressing project coordination, operational requirements, technical specifications, and bidding clarifications.

Key project parameters include: contract award anticipated by September 30, 2026, with 30-45 days between award and Notice to Proceed; a 90-day administrative period plus 365 days of construction; Procore as the mandatory project management platform and Primavera P6 for scheduling; the project is not sales tax exempt; and no phased construction is planned. Personnel requirements specify full-time, dedicated on-site positions for Project Superintendent, Quality Control Manager, and Site Safety and Health Officer, with allowances for dual-hatting the Superintendent and SSHO roles but not the QCM role. The facility remains occupied during construction with ICRA Class IV infection-control requirements; all utility outages and disruptive activities must be coordinated with the Contracting Officer and performed after-hours when possible. Government-furnished equipment includes activation items (furniture/dispatch equipment) requiring coordination with VA interior design representatives, with delivery dates to be identified by the contractor on the schedule. Critical systems requiring coordination include Motorola radio/logging equipment, Avigilon VASS video system expansion, Hirsch PACS access control, Simplex fire alarm relocation, and new medical gas master alarm integration, all within the contractor's base bid scope. Building 204 was constructed after 1979 and contains no identified asbestos; Industrial Hygiene services remain a requirement despite no planned hazmat remediation. Additional requirements address temporary partitions for patient privacy, enhanced noise and dust controls near Audiology and the 24-hour Emergency Department, use of on-site utilities at no metering cost, fire watch compliance per NFPA standards, and full engineered sprinkler shop drawings with PE stamp or NICET certification.
