About this file

This document is a Request for Information (RFI) Response addressing clarifications for Solicitation 36C24926R0059 related to the Nashville Generator Systems upgrade project for the Department of Veterans Affairs. The solicitation involves commissioning services for Project 626-26-101, managed by the Veterans Health Administration Veterans Integrated Service Network 9.

The RFI addresses two key areas. First, regarding commissioning consultant requirements, the COR clarified that while the Final Commissioning Report must be stamped by a Senior Licensed Engineer, the actual work may be performed by engineers, technicians, or consultants as needed—departing from typical VA requirements that specify professional engineer or architect licenses or commissioning certifications. Second, the COR confirmed that technical qualifications, project experience, and team member resumes are not required submissions, though they may assist in evaluating contractor capability and performance effectiveness. Required submissions are limited to the Price/Cost Schedule (A.3), signed SF 1442, confirmation of SDVOSB status, and Limitations of Subcontracting Certification. This RFI response provides important guidance for potential contractors preparing their offers for the commissioning services contract.

RFIs for Project 626-26-101 Upgrade Nashville Generator Systems Solicitation 36C24926R0059.

1. A4.Statement of Work - Part II - Commissioning Consultant Requirements, A2. The solicitation states that "Commissioning services shall be provided utilizing licensed engineers. The registered individuals who stamp the final commissioning documents...". This would be a departure from most VA commissioning solicitations, which may require a PE or Architectural license or a commissioning certification. In addition, we are not accustomed to seeing a requirement for commissioning deliverables to be stamped. Please confirm that all commissioning work is required to be performed by licensed engineers as stated in the solicitation and clarify what commissioning deliverables are required to be stamped by a licensed individual.

COR Response- Commissioning Documents (Final Commissioning Report) provided by the Commissioning Contractor to the VA shall be stamped by the Senior Licensed Engineer working on the project; work being performed by the Commissioning contractor may be accomplished by engineers, technicians, or consultants as required.

2. Does the VA require any technical qualifications, such as previous project experience or team member resumes, to be submitted with the offer, or is the response to only include the A.3 Price/Cost Schedule and administrative items (signed SF 1442, confirmation of SDVOSB status, Limitations of Subcontracting Certification)?

COR Response- Technical Qualifications providing Project experience and Resumes are not required, but assist in determining ability to perform the work and effectiveness of contractor.
