About this file

This is an Amendment to Solicitation (SF 30) that provides answers to vendor questions for a psychiatric services contract opportunity. The amendment does not modify any terms or conditions of the original solicitation 36C24926R0012; the quote due date and time remain unchanged at July 13, 2026, at 10:00 a.m. Central Standard Time.

The amendment addresses four vendor inquiries regarding the Weekend and Holiday Psychiatry Services requirement at the Louisville VAMC (Robley Rex). Key details include: clinic hours and shift requirements are outlined in the Performance Work Statement Section 3.9; inpatient census typically ranges from 7-12 patients on average, with psychiatrists expected to round on inpatients and complete 1-2 psychiatric consults per day for other inpatient services. The contracting mechanism information is located in Sections B.2 and C.4 of the solicitation. Ideal providers should have experience with diverse psychiatric diagnoses including PTSD, substance use disorders, bipolar disorders, psychotic disorders, and medication-assisted treatment (MAT) for opiate use disorders, with preference given to those with prior inpatient and consult experience. The current contract providing these services is 36C24926P0022; this is therefore a recompete opportunity. The contract is administered by the Department of Veterans Affairs Network Contracting Office 9 (Nashville), with Contract Specialist Rebecca Espinoza as the point of contact. The Period of Performance runs from October 1, 2026, through September 30, 2032.

ANSWERS TO VENDOR QUESTIONS

1. Are there call structures or shift requirements we should be aware of as you finalize the scope, and what is the typical patient census for weekends and holidays?

Answer: Clinic Hours to include the shift requirement are included in the solicitation Performance Work Statement at 3.9. Inpatient census generally ranges between 7-12 patients on average. During shifts, psychiatrists are expected to round on inpatients and additionally complete any psychiatric consults for other inpatient services. Typically, this would be 1-2 consult patients per day.

2. Is there a preferred vehicle or contracting mechanism you anticipate using to award beyond the FSS?

Answer: This information can be found in Sections B.2 and C.4 in the solicitation.

3. Is there anything about Robley Rex’s psychiatric program or patient population that would help us identify the right providers early?

Answer: Ideal providers would have experience working with a broad range of psychiatric diagnoses, including but not limited to PTSD, substance use disorders, bipolar disorders, psychotic disorders, and have the ability to manage MAT for opiate use disorders. Providers who have prior inpatient and consult experience would also be ideal.

4. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer: The current contract that provides these services to the Louisville VAMC is 36C24926P0022.
