About this file

This file is a Questions and Answers document for RFQ 36C24926R0007, a VISN 9 Tele-Radiology Procurement that consolidates teleradiology services across five VA Medical Center locations in Tennessee and Kentucky. The incumbent contractor, VetMed Group, currently provides services to all five locations (Tennessee Valley Healthcare System in Nashville and Murfreesboro, Lexington VA Medical Centers, Memphis VAMC, and James H. Quillen VAMC in Mountain Home). The Government seeks Board Certified Tele-Radiology Physician Services to support an estimated 95,059 annual examinations across eight modalities, with workload distributed as approximately 40% STAT and 60% routine cases. During regular business hours (8am-5pm), the split is approximately 20% STAT and 80% routine; after-hours work includes 90% STAT and 10% urgent/routine cases, with higher volumes concentrated in CT and X-ray imaging.

Proposal submissions are due May 8, 2026 at 10:00 am Central Time. Offerors must submit minimum three past performance references from similar-sized teleradiology contracts (government, state, local, or commercial), candidate profiles with active licenses and Board Certifications in Radiology and/or Nuclear Medicine, National Provider Identifiers (NPI), curricula vitae, HHS-OIG Exclusion List search results, and three current references for each assigned radiologist. Past Performance Survey responses must be submitted to carol.franklin@va.gov and ramona.bonness@va.gov by the same deadline. The Q&A document clarifies that services are virtual teleradiology, not on-site; explains modality categories and volume distributions; and confirms corrections to the Conflict of Interest Certification Statement and Past Performance Questionnaire attachments regarding the correct solicitation number and submission instructions.

Contractor Questions and Answers for RFQ 36C24926R0007 VISN Teleradiology Procurement

1. Can you please confirm whether the incumbent contractor, VetMed Group, currently provides services for all five locations listed in the contract, or whether this solicitation consolidates multiple existing contracts into a single new contract?

A: Yes they provide teleradiology services to all locations listed in the RFQ schedule.

1. Would the Government accept one or two past performance references submitted from a teaming partner?

A: Only if there would not be a conflict of interest presented as a teaming partner agreement could have mutual benefit to the reference. The RFQ states “Offeror shall submit a minimum of three (3) references, to include name of the medical facility, telephone number and point of contact for current/recent (within the past 5 years) Tele-Radiology Physician Services provided by the Offeror that are similar in size and scope to this requirement, including any Federal, State, or local government, and commercial contracts.”

1. The solicitation references to provide an “provider identification number” for all radiologists in the instructions. Could the Government please clarify what specific identification number is required? Is this referring to the National Provider Identifier (NPI), or Medicare PTAN number?

A: Yes, this can be the NPI.

1. Could the Government please provide the approximate percentage breakout of total study volume by regular hours (8a-5p) and after hours + weekends - by modality CT scans, X-rays, MRIs, and ultrasounds? Ex: CT Scans - 70% done regular hours and 30% after hours and nights.

A: Generally speaking, our workload can be broken down into 40 % Stat and 60 % Routines when looking at our estimated volume for the VISN.

During normal business hours, this can be broken down to an estimated 20% stat and 80% routine.

This would be a mixture of all modalities with larger volume generally going to CT and X-ray.

Imaging transferred during “After hours” will include 90% STAT and 10% urgent/routine. This will also be a mixture of all modalities with higher volume generally going to CT and X-ray.

1. Attachment D.5, Past Performance Survey, indicates a submission deadline of February 27, 2026, at 10:00 AM CT, which appears inconsistent with the current solicitation timeline. Kindly confirm the correct due date for Past Performance Survey submissions applicable to this solicitation.

A: Attachment D.5 is corrected to reflect the same time and date for the submission of this solicitation, May 8, 2026 @ 10:00 am Central Time.
