About this file
This document is Amendment 1 to Request for Quote (RFQ) 36C24926Q0375 issued by the Department of Veterans Affairs, Network Contracting Office 9 (90C), located in Murfreesboro, Tennessee. The amendment, effective September 15, 2026, captures Questions and Answers submitted by offerors in response to the RFQ and reflects changes to the Price Cost Schedule marked in red. The requisition/purchase request number is 626-26-2-313-0121. All other terms and conditions of the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment prior to the deadline specified in the original solicitation through one of three methods: completing Items 8 and 15 and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or sending a separate letter or electronic communication that references both the solicitation and amendment numbers.
The Questions and Answers address 23 specific inquiries regarding procurement requirements for medical simulation training equipment. Key clarifications include: the controlling NAICS code is 339112; no Statement of Work is required based on this supply action; offerors must complete FAR 52.225-2 (Buy American Certificate) directly from the FAR; CLIN 0030 was changed from DARK to LIGHT skin tone specification; CLINs 0009 through 0014 are all required; the required delivery date is no later than January 31, 2027; an SBA waiver to the Nonmanufacturer Rule applies (NAICS 339112 and 339113 with waiver dated May 31, 2018); and authorization letters from each individual manufacturer are required. The VA confirmed that full anatomical arms with high-fidelity, life-like appearance and detailed anatomy are mandatory requirements, that name-brand products are specified for certain line items, and that replacement skins and consumables may be purchased separately as needed. Standard manufacturer warranties are acceptable, telephone/remote support and return-to-manufacturer repair are acceptable, warranty turnaround time is 30 days or less, and routine user maintenance per manufacturer instructions is sufficient without requiring preventive maintenance or annual inspections.

RFQ 36C24926Q0375 Amendment 1: Questions & Answers
1. SAM.gov lists NAICS 339113, while the attached RFQ lists NAICS 339112. Which NAICS code controls?
ANSWER: 339112 is the NAICS
2. Section (vi) references an attached Statement of Work, but a Statement of Work does not appear to be included. Will one be provided?
ANSWER: Section VI is updated to read, “ No SOW is required based on supply action”
3. The RFQ requires completion of FAR 52.225-2, but a separate Buy American Certificate was not included. Should offerors reproduce and complete the provision directly from the FAR?
ANSWER: Yes
4. CLINs 0029 and 0030 both identify VATA model 10-81-7082-DARK. Please confirm whether both CLINs require the same model and skin tone.
ANSWER: Changed CLIN 0030 to LIGHT versus DARK
5. Does CLIN 0009 require the complete SAM IV bundle in addition to the individual components listed under CLINs 0010 through 0014?
ANSWER: CLIN 0009 thru 0014 are all needed
6. Please provide the required part numbers or skin-tone selections for the Gaumard IV training arms under CLINs 0033 through 0035.
ANSWER: SKU 11-99-9840P
7. What is the required delivery date following award?
ANSWER: NLT 01/31/2027 is required delivery date.
8. The RFQ includes FAR 52.219-33. Has an SBA waiver to the Nonmanufacturer Rule been issued for this procurement or any of its line items?
ANSWER: The NAICS 339112 & 339113 are listed on SBA page with waiver dated 5/31/2018 83Fed. Reg 24919
9. Please confirm whether the authorized-dealer and STERIS-certification language applies to these simulation products and whether an authorization letter from the supplying distributor or each individual manufacturer is required.
ANSWER: Authorization letter from each individual manufacture.
10. CLINs 0004–0006 (Wound Care Assessment Sets, brand ref: Laerdal 11-81-3250/0105) — the salient characteristics note these must be "compatible with Nursing Anne or Nursing Kelly manikins." Please confirm whether the government has existing Nursing Anne/Nursing Kelly manikins in use that these items must physically interface with, or whether this note is descriptive only. This will determine whether an "equal" (non-Laerdal) product can meet the requirement.
ANSWER: Yes
11. CLINs 0016–0018 (Multi-Venous IV Training Arm, brand ref: Laerdal 11-81-0700) and CLINs 0033–0035 (Intravenous Training Arm, brand ref: SKU 11-99-9840P Gaumard) — please confirm whether these items are tied to any existing software, app, or instructor-station ecosystem that would require the specific brand, or whether an "equal" product meeting the listed salient characteristics would be acceptable.
ANSWER: Name Brand on each
12. The salient characteristics call for a “high-fidelity, life-like arm with detailed anatomy.” Is a full anatomical arm itself a mandatory requirement, or would the VA consider a different physical design that meets the required IV training functions and performance capabilities?
ANSWER: Yes, Full anatomical arm with High-fidelity, life-like arm with detailed anatomy.
13. Would the VA consider a compact IV training platform that provides venipuncture, IV catheter insertion, blood/fluid simulation, repeated access, tactile feedback, and portability, but does not replicate a complete anatomical arm?
ANSWER: No
14. The specifications reference visible veins, arteries, and realistic skin textures. Are these specific anatomical features mandatory, or may an alternate design demonstrate equivalent procedural training capability through a different construction?
ANSWER: Yes, specific anatomical features are mandatory
15. If the alternate product meets the functional and performance requirements but differs from the specified arm-style form factor, would manufacturer specifications, brochures, and a point-by-point compliance matrix be sufficient for technical evaluation?
ANSWER: No
16. The solicitation states that the trainer must be easy to maintain, including simple reskinning and a single-line veining system. MochTech’s system uses easy vein removal and reusable skins rather than a traditional arm reskinning process. Would the VA consider this type of maintenance design acceptable if it provides equivalent or easier upkeep for repeated training use?
ANSWER: As long as it has the single-line Veining system
17. Is there a specific requirement that the replacement skin, vein system, or other consumable components be replaceable by VA personnel, or may they be replaced using the manufacturer’s standard maintenance process?
ANSWER: Yes, not able to rely on manufacture standards
18. Does the VA require replacement skins, veins, fluid systems, or other consumables to be included with the initial purchase, or may those items be purchased separately as needed?
ANSWER: Purchased Separately
19. Is there a required minimum warranty period for the Advanced IV Training Arm, or may the manufacturer’s standard warranty be provided?
ANSWER: Manufacture Warranty is acceptable
20. Does the VA require onsite repair/service capability for this trainer, or is manufacturer telephone/remote support and return-to-manufacturer/depot repair acceptable?
ANSWER: telephone/remote support and return-to-manufacturer/depot repair is acceptable
21. Is there a required response or turnaround time for warranty repairs or replacement units?
ANSWER: 30 Days or Less
22. Does the VA require the manufacturer or distributor to maintain replacement parts and consumables for a specific number of years after purchase?
ANSWER: No
23. Are preventive maintenance, calibration, or annual inspections required for the Advanced IV Training Arm, or is routine user maintenance in accordance with the manufacturer’s instructions sufficient?
ANSWER: routine user maintenance in accordance with the manufacturer’s instructions is sufficient
