About this file
This is Amendment 0002 to a federal solicitation for refurbishment services. The solicitation number is 36C24926Q0360, issued by the Department of Veterans Affairs Network Contracting Office 9 (NCO 9) located in Murfreesboro, Tennessee. The amendment extends the quote deadline to September 17, 2026 at 10:00 CDT and provides government responses to contractor questions submitted during the solicitation period.
The requirement involves refurbishment of nine air handling units (AHUs) at the Alvin C. York VA Medical Center in Murfreesboro, Tennessee. The scope includes cleaning, preparation, sealing, coating, and refurbishment of existing blower assemblies; coil restoration through biofilm and debris removal and sanitizing processes; and steel reinforcement where compromised AHU floors are encountered. The government clarified that mechanical repair or replacement of existing fan components, motor bearings, shafts, and controls are excluded unless specifically identified in the Statement of Work. The ten-year warranty covers materials, installation, and workmanship furnished under the contract but does not extend to pre-existing AHU mechanical components. The refurbishment and sealing requirements apply to all nine AHUs. Contractors shall base quotations on information from the solicitation, Statement of Work, amendments, and site visit observations, as specific technical data such as model numbers, serial numbers, cabinet dimensions, and coil face sizes are not available. Required submittals shall be provided electronically as directed by the Contracting Officer and Contracting Officer's Representative (COR), and Procore software is acceptable but not required for project management documentation.

AMENDMENT 0002
Solicitation: 36C24926Q0360 Requirement: Refurbishment of Nine Air Handling Units Facility: Alvin C. York VA Medical Center, Murfreesboro, Tennessee
The following responses address remaining questions timely submitted in response to the solicitation. These responses clarify and supplement the solicitation and Amendment 0001. All other terms and conditions remain unchanged unless specifically stated herein.
1. AHU Technical Data
Question: The SOW references specifications and drawings. Can the Government provide AHU submittal data, cabinet dimensions, coil face sizes, and design CFM?
Government Response: No additional AHU submittal data, drawings, cabinet dimensions, coil face sizes, or design CFM information is available. Quoters shall prepare quotations based on the AHUs identified in the solicitation, Statement of Work, amendments, and information made available during the site visit.
2. Maximum Shutdown Duration
Question: What is the maximum allowable shutdown duration per unit?
Government Response: No specific maximum shutdown duration has been established. All shutdowns shall be coordinated with the COR and facility personnel. Each AHU shall be returned to service with sufficient time to condition the served space before normal operations resume.
3. AHU Model and Serial Numbers
Question: Please provide the model and serial numbers for all units.
Government Response: Model and serial number information is not available. Quoters shall base quotations on the AHUs identified in the solicitation, Statement of Work, amendments, and information made available during the site visit.
4. Existing Fan and Mechanical Components
Question: Please confirm that mechanical repairs or replacement of existing fan components are not included unless specifically identified and that the scope is cleaning, preparation, coating, and refurbishment of the existing blower assemblies.
Government Response: Mechanical repair or replacement of existing fans, motors, bearings, shafts, controls, or other mechanical components is not included unless specifically identified in the Statement of Work or amendments. Work involving existing blower assemblies is limited to the cleaning, preparation, sealing, coating, and refurbishment work identified in the solicitation.
5. Submittal Platform
Question: Will the VA accept the use of Procore software or equivalent as the primary submittal platform?
Government Response: The Government does not require Procore or any specific project-management software. Contractor use of its own project-management system does not replace required submission of documents to the Government. Required submittals shall be provided electronically as directed by the Contracting Officer and COR. Procore is acceptable but not required.
6. Ten-Year Warranty
Question: Please clarify what the ten-year warranty covers. Does the warranty apply only to materials and workmanship furnished under this refurbishment contract and not existing AHU components?
Government Response: The ten-year warranty applies to materials, installation, and workmanship furnished under the AHU refurbishment work performed under this contract. The warranty does not extend to pre-existing AHU mechanical components that are not furnished, installed, repaired, or replaced under this contract. All other warranty terms and exclusions identified in the Statement of Work remain unchanged.
7. ATP Testing
Question: Are there specific locations within the AHUs for ATP testing, how many tests are required per AHU, what meter or procedure is acceptable, and what RLU level constitutes a passing result?
Government Response: ATP testing results shall be included in the required Installation Report. The Government has not established specific ATP test locations, a required number of tests per AHU, a specific meter, or a Government-defined RLU pass/fail threshold. The contractor shall document the testing method and equipment used and provide the test results in the Installation Report.
8. NFPA 90A Scope
Question: Please confirm that the requirement to meet NFPA 90A applies to the materials and refurbishment work furnished under this contract only and that correction of pre-existing NFPA 90A deficiencies unrelated to the specified work is not included.
Government Response: NFPA 90A compliance applies to the materials and refurbishment work furnished under this contract. Correction of unrelated pre-existing NFPA 90A deficiencies is not included unless specifically identified in the Statement of Work or amendments.
9. Coil Restoration
Question: Please define “coil restoration.” Confirm whether the scope includes cleaning and sanitizing and does not include coil replacement or repair of leaking tubes, headers, or piping.
Government Response: Coil restoration includes removal of biofilm and debris, pressure-drop measurements as conditions allow, application of the required cleaning and sanitizing process to both faces of the coils, and repeat treatment until obstructions are removed across the coil face. Coil replacement or repair of leaking tubes, headers, or piping is not included unless specifically identified in the Statement of Work or amendments.
10. Steel Reinforcement
Question: Please define the extent of steel reinforcement per unit.
Government Response: Steel reinforcement is required only where compromised AHU floors are encountered. No specific quantity, location, or square footage of steel reinforcement has been established. Quoters shall base quotations on the Statement of Work, amendments, and conditions made available during the site visit.
11. Applicability to All Nine AHUs
Question: Please confirm whether the full refurbishment and sealing scope applies to all nine AHUs.
Government Response: Yes. The refurbishment and sealing requirements apply to all nine AHUs identified in the Statement of Work, subject to the specific work areas, conditions, and exclusions identified in the solicitation and amendments.
All other terms and conditions remain unchanged
