About this file
This is a Standard Form 30 amendment to a solicitation for the refurbishment of nine air handling units (AHUs) at Alvin C. York VA Medical Center in Murfreesboro, Tennessee. The amendment is issued by the Department of Veterans Affairs, Network Contracting Office 9 (90C), with solicitation number 36C24926Q0360, effective September 2, 2026, and requirement number 626-26-3-4193-0150. The document serves as an attachment containing contractor questions and government responses to clarify solicitation requirements.
The government responses address nine key areas: (1) work shall be performed during nights and weekends for all AHUs except Building 11, which requires coordination with the Contracting Officer Representative (COR) and facility personnel; (2) contractor parking is near Building 90, with material staging on the back 40 and temporary laydown areas beside the building; (3) no temporary HVAC is required during shutdowns; (4) standard facility infection-control procedures apply with no special requirements; (5) AHUs are not permit-required confined spaces and no additional asbestos or lead-paint survey data is available; (6) steel reinforcement is required only where compromised floors are found, and condensate pans must be re-sloped to comply with ASHRAE 62.1; (7) a three-layer composite coating system meeting NFPA 90A and ASTM E84 standards at 3/16-inch nominal thickness is required, extending six inches up walls with antimicrobial and fire-barrier properties; (8) coil restoration includes biofilm and debris removal using superheated water followed by probiotic sanitization; and (9) the contractor is responsible for all testing, reporting, and a ten-year warranty, with VA Engineering Service as the accepting authority. The amendment specifies that offerors must acknowledge receipt prior to the submission deadline, and the question submission period remains unchanged.

QUESTIONS AND ANSWERS
Refurbishment of Nine Air Handling Units
Facility: Alvin C. York VA Medical Center, Murfreesboro, Tennessee
Requirement: 626-26-3-4193-0150
Document purpose: Attachment to solicitation amendment
Upon issuance through a formal amendment, the following responses clarify and supplement the solicitation. Quoters shall consider these responses when preparing quotations. All other solicitation terms and conditions remain unchanged.
1. Work Hours, Outages, and Phasing
Question: Confirm permitted work hours, critical AHUs, whether more than one AHU may be shut down at once, maximum shutdown duration, and any preferred sequence.
Government Response: Work for all AHUs except the Building 11 AHU shall be performed during nights and weekends. The schedule for Building 11 and all onsite work and shutdowns shall be coordinated with the COR and facility personnel before work begins. More than one AHU may be shut down at a time provided the shutdowns minimally affect the applicable service or facility. Each AHU shall be restarted with sufficient time to condition the served space before the first shift of the day or week.
2. Parking and Staging
Question: Identify approved contractor parking, material-staging, and laydown areas.
Government Response: Contractor parking shall be located near Building 90. Material staging shall be located on the back 40. A temporary laydown area may be located beside the building or mechanical room for the AHU being addressed during that work shift. The laydown area shall be cleared before the next service or facility work shift.
3. Temporary HVAC
Question: Will temporary heating, cooling, or ventilation be required during AHU shutdowns?
Government Response: No temporary HVAC is required. AHUs shall be restarted with sufficient time to condition the served spaces before normal operations resume.
4. Infection Control
Question: Identify any special ICRA, containment, negative-air, HEPA, dust-control, debris-control, or cleaning requirements.
Government Response: No special infection-control requirements apply beyond the standard facility procedures and the requirements already stated in the solicitation and Statement of Work.
5. Hazardous Materials and Confined Space
Question: Is the Government aware of an existing asbestos or lead-paint survey applicable to materials that may be disturbed? Are any AHUs designated as permit-required confined spaces?
Government Response: The AHUs are not designated as permit-required confined spaces. No additional asbestos or lead-paint survey information applicable to this requirement is available with this response.
6. Steel Reinforcement and Condensate Pans
Question: Confirm whether reinforcement is required only where compromised floors are found and identify any additional repair criteria.
Government Response: Steel reinforcement is required only where compromised floors are found. No engineered repair details are available beyond the Statement of Work. Condensate pans shall be re-sloped as necessary to comply with ASHRAE 62.1.
7. Coating and Sealing Requirements
Question: Clarify the required coating system, minimum thickness, application area, and performance requirements.
Government Response: Provide a three-layer composite coating system designed for extended service life and compliance with NFPA 90A, including the 25/50 flame-spread and smoke-developed requirements demonstrated under ASTM E84. The system shall be self-leveling at a nominal thickness of 3/16 inch and shall extend 6 inches up the walls throughout chamber floors and condensate pans. One layer shall provide the required NFPA 90A-compliant fire barrier. The topcoat shall be antimicrobial, provide a watertight surface, and use an EPA-registered active antimicrobial. Walls, ceilings, fan housings, and structural steel within the applicable work areas shall receive a corrosion-resistant antimicrobial coating as required by the Statement of Work.
8. Coil Restoration and Scope Boundaries
Question: Clarify the required coil-restoration work and whether additional scope clarification is available for blower work or unrelated pre-existing NFPA 90A deficiencies.
Government Response: Coil restoration for all coils includes removal of biofilm and debris.
Sanitization shall include superheated water capable of penetrating the coils and removing biofilm, followed by probiotic application and sanitization on both faces of each coil until obstructions are removed across the entire coil face. No additional clarification is provided regarding blower repair or replacement or unrelated pre-existing NFPA 90A deficiencies;
quoters shall base their quotations on the solicitation and Statement of Work as amended.
9. Testing, Acceptance, and Warranty
Question: Identify responsibility for testing and commissioning, Government acceptance, and the ten-year warranty.
Government Response: The contractor is responsible for required testing, reports, and the ten-year warranty. The contractor shall confirm proper operation of existing drains and traps before recommissioning each AHU. VA Engineering Service is the Government accepting authority. No additional Government baseline testing data or warranty-coverage terms are provided beyond the solicitation and Statement of Work.
