About this file

This is a solicitation amendment (SF 30) extending the deadline for a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract opportunity for window washing services at James H. Quillen VAMC in Mountain Home, Tennessee. The amended solicitation closes on July 22, 2026 at 10:00 AM CDT. The Department of Veterans Affairs, Network Contracting Office 9, issued this opportunity under solicitation number 36C24926Q0273. The contract consists of a base year (September 1, 2026 through August 31, 2027) plus four option years, for a total of five years. Contractors must provide all labor, supervision, materials, and equipment for complete window washing services across 30+ identified buildings.

The Performance Work Statement requires contractors to clean all exterior windows, glass doors, frames, sashes, panes, sills, screens, jambs, rails, aprons, and stiles twice annually using pure water systems or environmentally friendly chemicals to achieve spot and residue-free results. Specialized requirements include hand-washing historical buildings (with colonial-style woodwork) without high-pressure methods, removing and replacing screens in the tunnel and other areas, cleaning atrium windows by hand with special attention to sap and mildew, and cleaning half-circle windows where applicable. Contractors must follow OSHA guidelines, maintain visitor badges, coordinate with facility personnel daily, and submit safety plans for roof work. The contractor must supply all equipment (lifts, ladders, poles); roof access is limited to the area above the atrium and gym of Building 160 and the back side of Building 160. Water and electrical access will be coordinated by VA engineering. Quality assurance requires 100 percent of windows cleaned spot and residue-free, with allowance for approximately 1 in 200 windows requiring re-cleaning at no additional cost. The amendment also posted questions and answers clarifying that no power washing is required (previously mentioned requirements were removed), all buildings must be cleaned regardless of exact window counts, only exterior surfaces require cleaning, approximately 10-15 screens must be removed and replaced, contractors must supply their own equipment, maximum of three past performance questionnaires are required, and drones are not permitted. The previous contractor, Wolverton Property Management LLC, held a base plus two yearly options contract (June 1, 2022 through May 31, 2025) with a total award of $91,773.50. Only certified SDVOSBs are eligible for award.
