About this file

This is an Amendment to a Previous Combined Solicitation for VFD (Variable Frequency Drive) replacement services at Tennessee Valley Healthcare System in Nashville, Tennessee. The amendment posts Questions and Answers responses, extends the bid closing date to June 23, 2026 at 11:00 AM Central Time, and includes a vendor site visit sign-in sheet. The solicitation is issued as a Request for Quotation (RFQ) under solicitation number 36C24926Q0229, with a 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The contract period runs from July 1, 2026 through October 31, 2026, with performance at the medical center located at 1310 24th Avenue South, Nashville, Tennessee 37212.

Key clarifications provided in the Questions and Answers address critical operational details: multiple VFD replacements require scheduling coordination based on equipment shutdown availability; AHU-22 Supply VFD requires replacement on both fans; dual head units require individual UL-listed disconnects; Danfoss drives must be programmed to interface with existing Siemens Building Automation System without modifications to that system; and functional testing will be scheduled during installation. The point of contact is Diane Ziegler at the Department of Veterans Affairs Network Contracting Office 9, located in Murfreesboro, Tennessee. A site visit was scheduled for June 11, 2026 to allow vendors to collect drive nameplate information for factory-assembled drive pricing. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and the Product Service Code is J041 (Maintenance/Repair/Rebuild of Refrigeration, Air Conditioning, and Air Circulating Equipment).

Questions and Answers 36C24926Q0229 VFD Replacements Part 2

1. Question: Several of the drives were described as critical and requiring specific/special scheduling for replacement. What are the special scheduling and constraints on outage time?

Answer: This is based on when that device can be shut down.

2. Question: Is AHU-22 Supply VFD to be replaced on both fans #1 and #2 (there are two motors only one instance listed)?

Answer: In short yes.

3. Question: Are the dual head units requiring an individual disconnect to be UL listed, i.e. not a field swap of a fuse block for a resettable overcurrent device?

Answer: The requirement is to also have each with a separate means of disconnect.

4. Question: With the site visit and collection of drive nameplate information happening on 6/11 can the bid date be extended to allow for the vendor to price (these drives are factory assembled requiring factory quotes)?

Answer: Yes, See amendment 002

5. Question: Regarding SOW 3.b.2 on programming, is it the intent to have the Danfoss drives programed to the current inputs and outputs of the Siemens BAS, no changes to Siemens BAS?

Answer: Yes

6. Question: When is the functional testing to be performed, will COR be available after hours?

Answer: This done during scheduling of installs.
