RFQ 36C24926Q0075 VA Lexington KY Fisher House Janitorial (labor only) and Laundry Services

Questions and Answers

Q.1 To ensure the accuracy of our quote, could you please confirm or provide Wage Determination 2015-4683, Revision 31 (dated December 3, 2025) applicable to RFQ 36C24926Q0075?

A.1 On SAM.gov in the RFQ 36C24926Q0075 section “Attachments/Links”, the applicable Wage Determination is the first document listed as WD 2015-4683 Rev 31 3 Dec 2025.

Q.2 Can you possibly provide me with the previous contract number?

A.2 This is a competitive announcement, and the incumbent contractor or contract number will not be provided.

Q.3 Can the VA provide the incumbent employee seniority by date of employment?

A.3 It is strongly recommended that the employees of the incumbent contractor are not hired.

The apparent winner of the award will be provided with the name of the contractor at the time of the award only.

Q.4 There were various questions regarding the original “work schedule” section of the SOW and it was revised as follows:

A.4 This is the revised wording:

Work Schedules: Janitorial Cleaning Services shall be performed Sunday through Friday (6 days per week). The janitorial contractor shall provide at a minimum 2 full time (8 hours) on-site employees Monday – Friday, and 1 full time (8 hours) on-site employee on Sunday to ensure adequate coverage to meet cleaning requirements stated within this SOW. The Contractor shall provide coverage during the operational hours of the Fisher House, from 8:00 AM to 4:30 PM, six (6) days a week. The staffing is for a total of 88 per week. The Contractor shall submit a proposed detailed schedule listing proposed staffing, work hours, and contingencies for maintaining adequate coverage. The Contractors contingency plan shall cover the contractor’s procedures for coverage due to call-ins, sick leave, vacation time, pandemics and so forth. This schedule shall be submitted for approval, no later than ten (10) days after contract award. Monthly schedules shall be submitted to the COR no later than 2 business days prior to the first business day of the new month.

Q.5 Please provide the list of approved chemicals and or SDS that are being provided by the

VAMC.

A.5 The Government will provide all supplies and equipment that are needed to perform the SOW, and these items should be used as instructed on the items and equipment and best practices in the commercial cleaning industry.

Q.6 How long does the PIV Vetting take (Estimated number of Days)?

A.6 That depends on when the new hires can schedule their appointments to get their fingerprints and background checks.

Q.7 Is the VA providing the Fingerprinting, Background Investigation, and Photo ID in the required vetting process.

A.7 Yes. The VA will provide all these items.

Q.8 Will contractor staff be permitted to begin work under escort while PIV credentials are pending, or must all staff be cleared prior to the start of performance?

A.8 Yes, we will give a 30-day grace period to get all required documentation.

Q.9 Can we be provided with a walkthrough?

A.9 Given the building size of 13,500 sq. ft. and the purpose of the facility, there will be no site visits. As part of the evaluation process of potential contractors’ quotes this depth of experience reflects the potential contractor’s skillset to analyze, evaluate and manage jobs from a written statement of work.

Q.10 How many people do they have on staff for their laundry?

A.10 The laundry services portion of the SOW is provided by a local commercial vendor that follows the necessary requirements for cleaning publicly used linen. See the pricing schedule on SAM.gov in the RFQ 36C24926Q0075 section “Attachments/Links”, review the laundry services line-items and as indicated in the SOW.

Q.11 When work is requested on Federal holidays, should pricing under the Additional Hours CLIN reflect the same hourly rate, or may contractors apply a premium rate consistent with wage determination requirements?

A.11 There will be no work required on a Federal Holiday. Recommend contacting the Small Business Administration (SBA) for questions on how to incorporate the applicable Wage Determination (WD) 2015-4683 Rev 31 3 Dec 2025 into your quote.

Q.12 Can the Government provide historical occupancy data (monthly or annual averages) or average guest check-in/check-out frequency for the Fisher House to support accurate pricing?

A.12 No. These answers have no bearing on pricing of labor. The labor portion of the SOW requires specific instructions on staffing levels for any given day, and these hours do not change based on anything other than the observance of a Federal Holiday that are listed in SOW or new holiday(s) as added by a Presidential Executive Order.
