About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) for Hematology/Oncology On-Site Physician Services issued by the Department of Veterans Affairs Network Contracting Office 9 to support the Robley Rex VA Medical Center in Louisville, Kentucky. The solicitation number is 36C24926Q0009, with an offer due date of April 26, 2026, at 11:00 AM EDT. This is a Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a guaranteed minimum award of $10,000 and a maximum aggregate value of $1,500,000 across a five-year period of performance consisting of a six-month base period plus four optional one-year periods. The contract is unrestricted; however, the VA will consider service-disabled veteran-owned small business (SDVOSB) concerns.

The contractor must provide board-certified hematology/medical oncology physicians to deliver outpatient clinic services with a minimum of three 6-hour clinic sessions per week and a maximum of four sessions per week, with one mandatory Friday clinic, accommodating up to 25 patient slots per clinic session. Key personnel qualifications include American Board of Internal Medicine board certification in hematology and medical oncology, current state medical licensure (full and unrestricted), current BLS and ACLS certifications, a valid DEA certificate, and a National Provider Identifier. The contractor is responsible for physician coverage during absences, mandatory attendance at specified committee meetings totaling 124 hours annually, compliance with all VA directives and infection control standards, and adherence to comprehensive credentialing and privileging requirements. Invoices must be submitted monthly in arrears through the VA's electronic invoicing system (Tungsten). The evaluation criteria prioritize past performance, technical capabilities (including staffing approach, capacity, and risk mitigation), and price, with all non-price factors combined being significantly more important than price. Offerors must submit minimum three professional references for recent hematology/oncology on-site physician services, complete representations and certifications through SAM, provide evidence of medical liability insurance, and include detailed CVs, licenses, and certification documentation for all proposed key personnel.
