Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network/Program
Contracting Office 09, located at 1639 Medical Center Pkwy Ste 204, Murfreesboro TN 37129, in support of James H Quillen VA Medical Center at Corner of Lamont & Veterans Way, Mountain Home TN 37684
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Currently CLC1 & CLC2 have LIKO Ceiling lifts installed.
LIKO ceiling lift motors, wall chargers, and Slingbars have a life expectancy of 10 and rails have a life expectancy of 20 year. Only motors, wall chargers, and Slingbars are being changed. Rails remain the same as they are not due for replacement.
Estimated amount: $100,621.40
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This Brand Name Only Solicitation for Baxter/Hill-Rom/LIKO is requested because Baxter/Hill-Rom/LIKO rails and ceiling lifts are currently installed. The equipment feature is essential to the technical requirements to meet the need of the James H.
Quillen VA hospital. Only the motors, wall chargers, and Slingbars have met their expected life and are due for replacement. These will be replaced with the Likoroll 250 ES Motor. No other vendor/manufacturer motor will suffice, as that would void the warranty on the remaining system that is already installed and not due to be replaced or at it’s end of life cycle.
Market Research was conducted utilizing VetCert, GSA, FPDS and station Safe Patient Nursing staff. VetCert resulted in 931 results for NAICS 339113. FPDS showed hundreds of awards since January 2025, of which multiple were to GSA Small Business vendors – T F Hercey, Center Span and Vet Access. The rest were solicited Open Market with no set aside used.
This was also originally solicited via GSA Ebuy as SB set aside, however there were 0 quotes received. 2 vendors responded that they could provide universal motors but do not offer the Liko motor. As stated above, universal motors would void the https://www.acquisition.gov/?q=/browse/far/13

This will now be solicited via SAM as Open Market, full and open.
4. Description of market research conducted and results or statement why it was not conducted:
VetCert resulted in 931 results under NAICS 339113
GSA has 67 vendors under 62 II A, A-76 category for medical lifts – however none were able to provide this brand under the solicitation. 2 responded that they could provide universal motors, but based on the discussion with the station and manufacturer that would void the warranty on the remaining system parts still in use.
DSBS under “liko ceiling lifts” shows 0 small businesses.
FPDS showed 3 recent SB, GSA awards for Liko ceiling motors – however 2 of these are the vendors that responded to me that they only have universal motors available and not the Liko brand. FPDS also shows 1 sole source, Large business award to the Hill-Rom, manufacturer for the Liko system.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
