About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the Department of Veterans Affairs Network Contracting Office 9, solicitation number 36C24925Q0355. The amendment, numbered 0001, serves three primary purposes: 1) Add the current Wage Determination WD 2015-4683 r. 29 dated 6-4-2029 to the solicitation on SAM.gov, 2) Add an updated Quality Assurance Surveillance Plan (QASP) to the solicitation documents, and 3) Provide answers to received questions.
The accompanying Questions and Answers document clarifies several key aspects of the solicitation, including: licensing and certification requirements, staffing plans, key personnel definitions, camera restrictions in facilities, past performance evaluation, and submission guidelines. Notable clarifications include that contractors are not required to submit specific licenses at RFQ submission, key personnel are defined as staff providing case management to veterans, no cameras are permitted in sleeping areas or bathrooms, and past performance will not be evaluated for new contractors. The solicitation is for a Contracted Emergency Residential Services (CERS) program providing temporary housing and case management services to Veterans, with the primary goal of helping veterans achieve permanent housing within 30-90 days, not exceeding 180 days.

Questions and Answers for 36C24925Q0355
1. NAICS 624221 – Licensing and Certification Requirements Given that the solicitation references NAICS Code 624221 – Temporary Shelters, are there specific licenses, certifications, or documentation required to demonstrate compliance with this classification at the time of RFQ submission? If so, could you please identify the required items?
Answer: You are not required to submit specific licenses, certifications, or documentation to demonstrate compliance with this classification at the time of RFQ submission.
2. FAR 13.500(a) – Threshold Clarification Per FAR 13.500(a), the simplified acquisition threshold for commercial items is listed as $7.5 million. Does this threshold remain applicable to this solicitation even with the recent adjustment of the contract term from
4.5 years to 5 years?
Answer: Yes, that threshold remains applicable. Please see pages 20-21 of the solicitation, section "C.3 52.216-19 ORDER LIMITATIONS (OCT 1995)," where minimum and maximum orders are defined.
3. Licensing and Permit Submission Requirement The solicitation states that "the quoter shall submit all licenses and permits for their facility in accordance with all applicable federal, state, municipal, and local regulations." If the quoter is establishing a new facility for the purpose of serving this contract — and in keeping with the instruction not to incur costs prior to award — would submission of these documents be required with the RFQ, or only upon award and prior to service delivery?
Answer: Submission of those documents will only be required upon award and prior to service delivery.
4. Licensure and Insurance in Prime Contractor’s Name The solicitation states that all required licensure and insurance must be in the name of the prime contractor and submitted with the quote. In the event that the bidder is a newly established entity created for the purposes of fulfilling this contract, would documentation showing pending or contingent licensure/insurance suffice at the RFQ stage, with finalized proof submitted upon award? Again, following instructions to not incur cost.
Answer: Yes, documentation showing pending or contingent licensure/insurance will suffice at the RFQ stage, with finalized proof submitted upon award.
5. Staff Training and Experience Documentation The solicitation indicates that proof of staff training and experience must be submitted. Is this documentation required at the time of quote submission, or may it be submitted upon contract award and prior to commencement of services?
If we are required to submit proof currently, are copies of resumes and documentation of degrees sufficient, or are copies of attendance sheets and agendas for each training also required? Again, following instructions to not incur cost.
Answer: Documentation of staff training is not required at the time of quote submission. Documentation of staff training will be submitted upon contract award and prior to commencement of services.
6. Staffing Plan and Hiring Status at Time of RFQ Submission Does the solicitation require that all key personnel be fully hired and onboarded at the time of RFQ submission? Or may the bidder submit a staffing plan, including job descriptions, hiring timelines, and qualifications, with the understanding that final hiring and onboarding will occur upon award and prior to service commencement?
Answer: The solicitation does not require that all key personnel must be hired and onboarded at the time of RFQ submission. The bidder may simply submit a staffing plan with the RFQ submission, with the understanding that final hiring and onboarding will occur upon award and prior to service commencement.
7. FAC 2025-04 – RFO/VAAR Deviations The RFQ states that FAC 2025-04 applies (noting a typo error in the date). However, there is no mention of any Revolutionizing FAR (RFO) deviations or related VAAR deviations applicable to this RFQ or any resulting contract. Could you please clarify whether any such deviations apply?
Answer: The correct date for FAC 2025-04 is June 11, 2025. Here is the link to see what the current changes to the FAR are.
https://www.acquisition.gov/content/list-sections-affected.
8. Performance Work Statement (PWS) – Section C Requirements The revised solicitation’s PWS Section C indicates that no cameras are permitted in sleeping areas. The prior solicitation explicitly stated no cameras in sleeping areas and bathrooms. Does this change indicate that cameras may now be permitted in bathrooms, or is the previous restriction still in effect?
Answer: That is an error. PWS Section C should indicate that no cameras are permitted in sleeping areas or bathrooms.
9. Performance Work Statement (PWS) – Section D: Key Personnel Section D of the PWS refers to Key Personnel and outlines limitations regarding replacement and required notifications to the VA. However, the PWS (and broader RFQ) does not explicitly identify which roles are deemed “key personnel.” Could you please clarify which roles or positions are considered “key” for this purpose?
Answer: Key personnel are staff who will provide case management to veterans.
10. QASP vs. PWS – Programming Standards The revised Performance Work Statement (PWS) updates several programming requirements. However, the Quality Assurance Surveillance Plan (QASP) appears to reflect expectations from the prior version of the solicitation. Could you please clarify whether performance standards will be evaluated according to the updated PWS or the QASP?
Answer: Apologies for the error. The QASP has been updated to reflect the programming requirement updates indicated in the PWS. The updated QASP should now indicate the same performance standards indicated in the PSW. Updated QASP will be uploaded to SAM.gov
11. Applicable Wage Determination Version The solicitation includes Wage Determination 2015-4683 Rev. 28, dated December 23, 2024. However, this wage determination was updated to Rev. 29 on June 4, 2025. Will Rev. 29 apply to this solicitation, or will the solicitation adhere to Rev. 28?
Answer: Rev. 29 will apply. A copy of the current wage determination will be added to the notice in SAM.gov.
12. Alternate Quotes – Conflicting Guidance There appears to be conflicting guidance in the RFQ regarding submission of multiple or alternate quotes:
• Page 26 encourages submission of multiple quotes presenting alternative terms, conditions, or commercial products.
• Page 32, paragraph (c), states that the Government is not requesting or accepting alternate quotations.
Can you please clarify whether submission of multiple or alternate quotes is permitted under this solicitation, and if so, under what conditions?
Answer: The guidance on Page 26 is valid. Disregard paragraph (c) on page 32.
13. Past Performance – Evaluation Clarification On page 26, the RFQ states that past performance is not being evaluated for this acquisition. However, pages 29–32 reference past performance as an evaluation factor. Please clarify whether past performance will be evaluated as part of this RFQ submission.
Answer: If a contractor is new to providing these types of services, past performance will not be evaluated. However, it would be helpful for the contractor to indicate why and how they are equipped to provide the services if they don’t have past performance to prove their capability.
