QUESTIONS ON RFQ-Electrical Wiring (Elevators) 36C24925Q0286-36C249AP2195 Please see the list of questions below and advise.
1. In the government provided “Scope”, specifically #3b states to “Provide new electrical feeds, normal and emergency power , to the ATS’s to meet emergency shutdown requirements during ATS switching”. Is the intent to in fact replace the existing normal and emergency power feeds to the ATSs’ or only install control wiring to the elevator control cabinets as stated in 3a?
Response: This scope does not include normal and emergency feeds. It is for wiring for the emergency recall and buffering system for elevators as follows:
· From ATS-10 to (3) Central Elevator Controllers and (2) Service Elevator Controllers
· From ATS-22 to (2) Garage Elevators
· From ATS-4 to (2) Main Elevator Controllers
1. If the intent is to in fact replace the normal and emergency sides feeds, please provide wire size and panels to pull from. Emergency and Normal feeds are not being replaced. We are adding wire size AWG #14 from the Elevator control to the ATS .
1. If the intent is to provide new normal and emergency side wiring is new conduit raceways required or repull wires in existing raceways? If new is required, please specify conduit sizing. No, no new feeds or conduit.
1. Please provide contact information for the elevator company that has the service contract for these elevators. Panacea is the contractor, and KONE is the sub-contractor that does the maintenance and annual inspections.
Is contractor to include pricing for the elevator company to provide testing and programming? Or will the government carry this under their maintenance contract with the elevator contractor?
Response: Government will provide elevator testing and elevator programming. Wiring will be tested and installed properly by Contractor under this contract.
1. Please provide contact information for who has the warranty/ maintenance for the ATS’s. PowerGen has the warranty.
1. What is the VA's dust containment/ICRA policy regarding construction inside the hospital? As long as we are not doing demolition (and we are not the contractor will be adding conduit for the control wire) dust containment is not applicable to this project.
1. What will our financial responsibilities be with KONE's portion of the work? The scope says KONE will handle final testing as we finish each set of elevators. Will the VA handle scheduling and compensation? What will the EC's financial responsibility be? We will set up a date to have KONE check the Emergency functions of the testing. Contractor for this wiring installation project will not be held responsible for payment of other contractors.
1. It talks about needing company badges with photos for the employees. Will our employees need to be drug tested and/or have background checks before working on site? Badges, background checks are for contractor employees that will be doing work for more than a year, so no they will not require this before coming onsite. Your employees must have a company badge to clearly identify themselves as an employee of your company. A valid photo ID will be required for access to the facility.
