1. Drawings and Specifications
1. Please provide complete architectural, mechanical, electrical, and plumbing drawings showing existing boiler rooms, piping, and electrical systems in Buildings 2, 3, and 4.
We cannot provide this upfront, this is a security risk.
2. Please provide as-built drawings of current boiler installations, including piping schematics, venting, and BAS tie-ins.
3. Please confirm if equipment schedules and detailed specifications exist for the new boilers and ancillary equipment (hydraulic separators, valves, gas monitoring devices, etc.). Boilers and ancillary equipment must be compliant
Contractor to provide equipment schedules and detailed specifications in accordance with all local, state, and federal regulations and codes along with the most current editions of Steam, Heating Hot Water, and Outside Distribution Systems Design Manual and VHA Boiler and Associated Plant Safety Device Testing Manual in the scope of work being performed
4. Are there any structural drawings related to concrete pads and equipment placement?
No. Current pad and location may be used if suitable for new equipment.
5. Please provide a complete set of plans and specifications for this project.
Contractor to provide plans in accordance with all local, state, and federal regulations and codes along with the most current editions of Steam, Heating Hot Water, and Outside Distribution Systems Design Manual and VHA Boiler and Associated Plant Safety Device Testing Manual in the scope of work being performed
2. Existing Conditions
1. What are the existing boiler makes, models, capacities, and age in Buildings 2, 3, and 4?
• Building 2 is equipped with 2 – 651,000-696,000 BTU Aerco Modulex MLX 757, natural gas condensing boilers, 2 variable speed pumps
• Building 3 is equipped with 2 – 1.5 million BTU Aerco Benchmark Low NOX, natural gas condensing boilers and 2 variable speed pumps.
• Building 4 is equipped with 2 – 521,000-558,000 BTU Aerco Modulex MLX 606, natural gas condensing boilers and 2 variable speed pumps
2. What is the current fuel piping arrangement (natural gas, propane backup, regulators, pressure)? Natural Gas, no back up fuel, NG regulated to building contractor to provide boiler regulator. WO to check building regulator pressure
3. What is the existing BAS platform (Johnson Controls Metasys is referenced – please confirm version and integration method)?
Each building has a Metasys field equipment controller (FEC) dedicated to the heating water system. This is programmed for lead/lag of the boilers as well as the hot water pumps, and has an outdoor air temperature reset schedule. The data is sent to the server via BACNet protocol, and is saved for 5 years.
4. Are there as-built electrical panel schedules and available power capacity for the new boilers?
5. Are there any known hazmat/abatement issues (asbestos insulation, lead paint, etc.) in the boiler rooms?
No known hazards or abatement issues.
6. What are the mechanical room dimensions and clearances to confirm boiler fit and serviceability? Contractor should make needed measurements during site walk
7. Will a site visit be allowed for this? If so what is the date, time, and location of the site visit? September 4 2025- 1:00 pm bldg. 2 rm 216F
3. Scope Clarifications
1. The SOW references 6 boilers total – please confirm the required capacity split per building (2 × 1500 MBH in Building 3, 4 × 500 MBH in Buildings 2 & 4).
Capacity should be equal to existing boilers.
2. Is the contractor responsible for temporary heating during outages exceeding 4 hours (Sept–May restriction)?
Work should be performed in months May thru September when boilers are not needed in service. Work during Sept–May restriction will require temporary heating and a redundancy.
3. Is factory startup and commissioning included in contractor scope or by owner?
Contractor to provide factory start up and complete documentation.
4. Does the VA require common venting of boilers or individual vent runs?
See most current editions of Steam, Heating Hot Water, and Outside Distribution Systems Design Manual and VHA Boiler and Associated Plant Safety Device Testing Manual.
5. Will the VA provide flue routing details, or should contractor design venting?
Contractor shall design venting using existing flue penetrations in accordance with- all local, state, and federal regulations and codes in the scope of work and the most current editions of Steam, Heating Hot Water, and Outside Distribution Systems Design Manual and VHA Boiler and Associated Plant Safety Device Testing Manual.
6. Are chemical treatment systems part of scope, or handled by VA?
Initial start-up treatment done by contractor.
7. Confirm who is responsible for moving VA-owned items out of the work areas (the SOW states VA will do this, but please clarify timing).
VA owned items that are not part of the project will be cleared from workspace prior to work beginning i.e. toolboxes, fans, ladders ect. VA owned items that are part of the project i.e.
scrap metal may be placed in the onsite scrap yard or taken off site by the contractor.
4. Submittals and Standards
1. Please confirm that shop drawings, efficiency data (ASHRAE 155), and factory test reports are required for review prior to ordering.

2. Will VA require third-party testing/commissioning or just manufacturer startup?
Third party testing/commissioning is required.
3. Is a performance bond and/or payment bond required for this project?
No
4. Please confirm warranty requirements (length of parts & labor beyond manufacturer’s standard warranty).
Full parts and labor 1 year from the date of turn over.
5. Schedule and Work Hours
1. Please clarify required phasing and sequencing of boiler replacement – can multiple buildings be down simultaneously?
Multiple buildings may be shut down simultaneously, inside May-September window however, all buildings must be in service NLT September 15th.
2. What are the normal working hours permitted (the SOW mentions normal business hours, but is weekend work allowed with approval)?
6:00 am -6:00pm M-F weekend work with approval from COR
3. What is the expected notice time for outages – one week minimum is listed; can shorter outage requests be approved for emergencies?
Short term outages may be approved by COR on site day of in case of emergency.
6. Site and Logistics
1. Please confirm laydown/staging area availability and site access routes.
Staging areas and access will be provided.
2. Will VA provide parking permits for contractor personnel and equipment?
Temporary hang tags required provided by VA Police.
3. Is a dumpster location designated for demolition debris?
Location will be designated.
4. Will VA require badging and background checks for all workers, and what is the lead time to obtain them?
Yes. Lead time varies based of information provided by contractors
7. Safety and Compliance
Please clarify if VA will require a site-specific safety plan beyond OSHA requirements
We require site specific safety plans for all projects. However, to my knowledge, the VA does not require excessive or additional requirements beyond OSHA and the ASME Boiler & Pressure Vessel Code (or other regulatory / statutory bodies).
2. Will the contractor be required to provide an on-site full-time safety officer separate from the site superintendent?
No. The superintendent can serve as the safety officer, as long as they are appropriately trained, qualified and competent.
3. Are there any special VA fire watch or hot work permit procedures that must be followed?
Hot work permits are required for any “spark producing activity” and implementation of a fire watch is part of this requirement. Additionally, if any component of fire/life safety (i.e.., sprinkler head, pull station, smoke/heat detector, etc..) is to be removed from service for greater than 10 hours, a fire watch is also required until the component is placed back into service.
8. Contract/Administrative
1. Please confirm if the project will require Davis-Bacon wage compliance. This is a service contract and the service contract labor standards apply.
2. Please provide a list of required permits and identify which are VA-furnished vs contractor-obtained.
There are no permits currently required outside of the hot work permit.
