About this file

This document is an Amendment (SF 30) for Solicitation 36C24925Q0276, a Water Safety Management Program for the Robley Rex VA Medical Center in Louisville. The amendment provides responses to seven previously overlooked questions related to water monitoring, equipment installation, and sampling requirements. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, resulting in a blanket purchase agreement (BPA) with a five-year performance period from 07/01/2025 through 06/30/2030.

Key details include requirements for comprehensive water monitoring and prevention, including new equipment installation, monthly sampling at generating points and use points, and compliance with ANSI/AAMI ST108:2023 standards. The VA will require new monitoring systems with conductivity and temperature sensors, potentially using Walchem controllers and chlorine analyzers. Quotes are due by Wednesday, June 25, 2025, at 9:00 AM CT, to be submitted via email to Elyse.McVey@va.gov. The solicitation involves two hospital locations, with an anticipated transition period for testing and monitoring both sites, and the VA will retain data recording capabilities through their Building Automation System.

FINAL QUESTIONS AND ANSWERS

QUESTIONS INADVERTENTLY MISSED WITH LAST POSTING

1. During site visit it was requested to add a monitoring system for conductivity to the critical water system including a new skid and controller and modem and sensor. the clin structure mentions "1 JB TECHNICAL SUPPORT AND START-UP, 1 JB SPWA MONITORING SYSTEM (CONDUCTIVIY AND TEMP)." However, the requirement is not mentioned in the SOW. Can the VA please clarify the requirement? Additionally, the online monitoring was not included for this new equipment in the base year or out years. "36 EA PWA ADVANCED MONITORING SYSTEM SERVICE 2.0" In the SOW: CLIN 0018, Sterile Processing Continuous Monitor Service. This differs from PWA monitoring since it is much simpler. Not knowing how a contractor will perform this, I made it simpler as a line item.

1. During the site visit and in the SOW for the new hospital. The VA is requesting a comprehensive water monitoring and prevention plan that should include new equipment. Both hospitals will operate overlapping service that is preventing reusing the old equipment. We can price out equipment and instillation as part of our plan. We recommend including another Clin to cover the new monitoring equipment at the new hospital. installation can be covered with a Not to exceed clause or be excluded. H.2.f. "An equipment device maintenance procedure shall be developed for each potable or utility water device identified in the process flow diagram. " It has been SO LONG to get this BPA awarded, we are a year later than expected. These items are in option year two which is now more likely option year one, but could still be option year two due to new hospital progress. See line 2018, quantity shows two, should have been listed as three, but things change over time, so no real idea if requirements will change. If you want, it could amend to three, then we are covered. I tried to write as a BPA to give me some flexibility; I know quantities will change for multiple items, i.e. no samples when chillers are shut down for winter.

1. Does this solicitation include any electrical or plumbing work related to the installation of the equipment? “tech support”. We get water, power, drain nearby. Contractor still has to connect units.

1. Are we permitted to propose alternative equipment brands, or must we use Walchem controllers and chlorine analysers specifically? SOW does not say. So, include what you want in the proposal. We do know Walchem has a long success record.

1. Could you confirm the source and temperature of the water and chlorine? Additionally, will the equipment be used exclusively for water quality monitoring? We would appreciate a comprehensive list of parameters the VA requires to be monitored as part of the system. See SOW.

1. As referenced in the scope of work, the government has an existing water safety management plan. Could you share which platform or system was used to draft this plan? Available on award to the awardee.

1. Section F, 1 of the Scope of Work states: “Conduct monthly sampling at the generating point and points of use in accordance with reference 5, ANSI/AAMI ST108:2023, Water for the processing of medical devices, tables 5 and 6.” However, the pricing schedule indicates that sample collection will be performed by the VA. Could you kindly clarify this discrepancy? Contractor. As with other locations, as discussed during site visit, VA provides escort. Exception is biweekly HPC for chiller plant. VA USRO collects those.

VIA EMAIL:

1. Is the Zorn facility currently accredited? If so, by which entity? The VA abides by The Joint Commission; however, the question is vague; there are multiple accrediting organizations, none of which are relevant to the SOW.

2. From the scope it sounds like there is existing water quality monitoring equipment in place - can you please provide a description of the equipment (controller data plate information, chlorine analyzer plate information, modem information)? There is. All prospective bidders were given the opportunity to inspect the analyzers currently in place during the site visit.

3. We also request information on the current PWA monitoring software in use, as this is often transferable between service providers through the manufacturer. Current recording is done by Phigenics.

VA also records facilities data in-house though not all the same points recorded by Phigenics. The VA data has been recorded by Enviros using iPerformance and CopperTree Analytics. This is very effective managing compliance reporting since it recorded thousands of building service data points and assembled into compliance reports, though not expected to continue next year due to cost cutting measures. However, the VA will remain connected to the water safety hardware and record locally, and if new hardware is installed, VA will connect to it through the Building Automation System.

4. For the WSMP - it sounds like there is an existing Water Safety Management Plan. Can you provide information on the platform used for drafting? MS Word, it is to remain in Word. If LAMPS software by HC Info was used, this can be transferred with permission from your current vendor. This can help us to facilitate review and make plan updates and data tracking easier. We would be able to maintain the existing data log and history. - If this isn't possible, we would set up a new plan using this software and transfer the data over for ease of use. At the end of our agreement, we would transfer the plan over to the facility or to the provider of choice to ensure data integrity and continuity. I expect data to be transferred; it belongs to the VA even if on another vendor’s server.

5. ST108 - adding to the Zorn Location - Can you please provide a count of A018 and A018b locations? We would like to be able to provide volume pricing so an accurate count is preferred.

1 SB-4 Utility Water Supply 1 1 SB-4 Critical Water Generation 1 1 A018 Critical Water Sinks 2 1 A018 Washer-Disinfectors 1 1 A018 Ultrasonic Sinks 2 1 A018b Cart Wash 1

6. ST108 for the New Hospital - if possible to provide system counts as above, please send what you can. Unfortunately no. I expect the number to be nearly identical though. We’ll expect a transition period where both sites are tested and monitored which is estimated in the SOW.

FROM SITE VISIT:

1. Can the 10-day requirement for Spread Plate be extended to 14 days. Answer “no”. CDC recommended 7 – 14 days; I want it in 10 which is consistent with most labs.

1. He asked about number of samples and variances. I explained with the new site coming online, we expect an increased volume of samples, then a drop. I can’t define the exact date and for how long, so I assumed one year we have a higher level of samples.

1. He asked if he had to create new analytic skids for the new site. Answer is, yes, that is listed in the SOW as new monitors; expect the same setup there as here. No, we cannot do a site visit to the construction site.

1. He asked, if resamples are required, are we doing those or is his company expected to do those. Answer, we’ve assumed a small number of resamples are necessary and that is for his company as written into the SOW.

He explained the reason is that it may take a few days to schedule a retest since the lab is in Texas. I explained that is why we always want PCR run along with spread plate; a PCR positive would cause us to react immediately while the spread plate is still cooking. That also provides reaction time to get resamples lined up.
