About this file

This document is a Questions and Answers (Q&A) attachment for Solicitation 36C24925Q0212, providing clarification for a Reusable Medical Devices (RMD) Lab Courier Services contract for the Tennessee Valley Healthcare System (TVHS). The solicitation involves courier services for multiple VA medical facilities and dental clinics in Tennessee and Kentucky, with specific pickup and delivery requirements for clean and soiled medical devices across locations like Murfreesboro, Chattanooga, Clarksville, and Fort Campbell. Key details include two vehicles and two TVHS employees currently servicing the routes, time-sensitive delivery windows (typically between 9 AM and 5:30 PM), and flexibility to adjust pickup times within 30 minutes with facility point of contact approval.

The Q&A document reveals that this is a new contract set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with mileage reimbursement calculated based on miles driven, driver salary, and vehicle lease/purchase costs. Additional provisions include potential Saturday clinic support with 30-60 days notice, specifically noting that the Clarksville CBOC will require Saturday dental clinic support twice daily in FY 2026. The solicitation also notes that TVHS Supply Chain Management will provide an employee to ride along with contract drivers during the initial routes to assist with the process and introduce clinic points of contact.

Attachment 1 – Q & A 36C24925Q0212

1. On page # 7, section (1) TVHS Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, daily 9 AM (Monday through Friday) pickup of RMD clean, and in section (2) Chattanooga, TN for daily 9:30 AM.

Can we pick up from TVHS Alvin C. York VA Medical Center at 9:00 AM (EST) and deliver to Chattanooga VA Dental Clinic 9:30 (CST) instead? The delivery for Chattanooga is 1130.

2. Also on the same page is the Dalton Drive VA Dental Clinic: 2291 Dalton Drive, Suite F, Clarksville, for daily 4 PM (Monday through Friday) delivery and pickup of RMD(s).

Can we deliver everything by 5:30 to Murfreesboro due to traffic at that time of the day? Do we have window time to deliver, and what would it be? Could please clarify that. Each route references delivery of clean devices and pickup of soiled devices from the CBOC. Yes, 1730 delivery of soiled RMDs to ACY Medical Center is appropriate.

3. On the same page, section (5) Taylor VA Dental Clinic: 5580 Desert Storm Ave Fort Campbell, KY 42223 the pickup will be once a day or twice a day, could please clarify?

Taylor Dental Clinic require two drop off/pickups daily, @ 1130 and 1600 – 1630.

4. The bottom line is that do we have any flexibility to change the pickup time to 30 minutes later or earlier? Also, how big are the time windows for pickups, if there are any at all? Yes, within 30 minutes but the facility POC must be contacted prior to available. NOTE:

CBOCs close at 1630.

5. If not brand new, could you please provide the current / previous contract number? New contract.

6. What was the cost of the final full option year of the previous contract? N/A

7. How many drivers/vehicles are currently used to service the current contract? TVHS VAMC currently utilizes two vehicles and two TVHS employees to drive each day.

8. What is the vehicle size currently servicing this location? N/A

9. How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily? Refer to page 8.

10. Please confirm the delivery time for clean RME to Chattanooga VA Dental Clinic. The RFQ call for pickup at clean RME at TVHS VA Medical Center at 0900 with delivery to Chattanooga VA Dental clinic at 0930. This cannot be accomplished as it is 2+ hour drive.

(Even when taking the time zones into consideration). Chattanooga VA Dental Clinic delivery time is 1130.

There is a similar issue with the Charlotte Ave Women’s Clinic as well since it is 50 minutes driving time and the RFQ calls for 0930 delivery. Delivery time is 1500.

There is a similar issue with the Dalton Drive VA Dental Clinic as well since it is 1:30 minutes driving time and the RFQ calls for 1000 delivery. Delivery time is 1130.

11. Please confirm that the Charlotte Ave Women’s clinic and Dalton Drive VA Dental Clinic both require 1600 pickup. This would require 2 couriers on Wednesday and Thursday as these locations would need to be routed separately. Charlotte Ave Women’s clinic requires only one (1) pickup/drop off on Wednesday and Thursday @ 100. Dalton VA Dental requires two pickups on Wednesday and Thursday with the last pickup at 1600.

12. The SOW reads: Mileage shall be calculated based on the routes submitted and approved by the COR. Mileage shall be invoiced and reimbursed on a per mile basis.

Reimbursement rate shall not exceed published GSA Privately Owned Vehicle (POV) mileage reimbursement at the time the mileage occurred.

Question: Since this is the first SOW for Courier/Logistics where we have seen mileage reimbursement, could you please provide more details how the process is intended to work and how to price it accordingly. It is calculated by mileage, driver salary and vehicle lease or purchase.

13. Does this mean that a small business is not eligible to bid? Will these types of courier contracts always be set aside for SDVOSB? Based on market research conducted on this requirement, it has been determined a SDVOSB set-aside will be used. See 1449 page 1, block 10.

Added to PWS: TVHS will provide a 30 to 60 notice in the event Saturday CBOC clinic RMD support is required.

Added to PWS: FY 2026 the Clarksville CBOC will require ongoing Saturday dental clinic support twice a day @ 1230 and 1630-1700.

NOTE: TVHS Supply Chain Management Service will provide an employee to ride along with the contract drivers for the first couple of routes to assist with the process and introduction to clinic points of contract.
