About this file

This document is a Request for Information (RFI) response for a Department of Veterans Affairs contract (Solicitation Number 36C24925B0003) involving construction to correct physical security deficiencies. The RFI addresses eight key technical and procedural questions from potential contractors, providing clarifications on specific project requirements. Key points include: confirmation that a 35" crash beam barrier height is acceptable, verification that doors are not fire-rated, guidance on hardware reuse, and specifications about ICRA (Infection Control Risk Assessment) wall installations.

The document provides contractor discretion on several aspects of the project, such as clearing and site restoration, ICRA wall placement, and means and methods of execution. The pricing schedule guidance indicates that each bid deduct should represent the price for the specific item being removed, with the grand total encompassing all items. The project appears to involve modifications to facility doors, security barriers, and potentially gate/fencing locations, with an emphasis on physical security improvements at a Veterans Health Administration facility within Veterans Integrated Service Network 9.

603-24-101 - Construction to Correct Physical Security Deficiencies -RFI Responses

1. The crash beam barrier has a spec for the middle of the beam to be a 30” height. Is there a variation possible on the height? For example, there is a tested, DOD listed beam that has a middle of the beam height at 35". Would that be acceptable? YES

2. Width and height of doors. SITE VISIT

3. Are any doors fire rated? No, they are not fire doors. They can either change the glass out on the doors or put metal screens over the openings on the inside to fix the issue. Replacing the door would be beyond the project scope, but up to the Contractor.

4. Frames are not mentioned. Assuming we are using existing frames? See #3 Response

5. Plans mention saving hardware for reuse. Are there any exit devices or concealed hardware so we can figure in preps? SITE VISIT

6. On sheets ICRA 01 & 02, it shows the ICRA walls being installed in several locations. Is this necessary or do we just need to install the walls around the doors we are working on? MEANS

AND METHODS OUTSIDE THE ICRA SPEC ARE AT THE DISCRETION OF THE

CONTRACTOR

7. Regarding A.3 Price/Cost Schedule: Does item number 0001 require the grand total, does item number 0002 require the grand total minus Bid Deduct 1, Does item number 0003 require the grand total minus Bid Deduct 2 Only? Does item number 0003 require the grand total minus Bid Deduct 3 Only, do we want the total & grand total twice? EACH

BID DEDUCT SHOULD REPRESENT THE PRICE FOR THE ITEM BEING

DEDUCTED SO THE GRAND TOTAL IS ALL ITEMS

8. Are As-Builts including existing elevations available for facility data connection access gate/fencing locations? Related: We assume clearing and backfill are necessary in this area, to what extent is clearly required? CLEARING IS AT THE DISCRETION OF THE

CONTRACTOR AS MEANS AND METHODS BUT GROUNDS WILL NEED TO BE

RESTORED/RESEEDED; BACKFILL NOT REQUIRED
