About this file
This document contains responses to questions from bidders on a federal solicitation to revitalize and seal building exteriors. The solicitation is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9. It seeks bids for masonry repairs of various classes to address existing conditions such as repointing. The responses clarify that water and electrical sources are available in mechanical and fan rooms on the roof and exterior areas of the building. Bidders are advised to arrange their own power needs if required. Definitions are provided to distinguish the scope of work between class 2, 3 and 4 masonry repairs as specified. The contract has a period of performance of 140 days but does not include liquidated damages for delays beyond this timeframe. Contractors would be liable for consideration to the government for additional time and subject to performance evaluations in CPARS reports.

1. please inform me of the water, and electrical sources on the roof
There are random locations around the building for water. Some are on the outside of the building while others are in fan rooms. They will need to provide a decent amount of garden hose. As far as the electrical source(s). All of the mechanical rooms have electricity but depending on their power needs they may need to hire an electrician to install a temporary outlet for them to use. Some bidders might be using their own temporary generator to operate the pressure washer
1. What is meant by Class 2, Class 3 and Class 4 masonry repairs? For instance, what is the difference between 10,000 sf of class 2 repointing and 8,000 sf of class 3 repointing?
The classes are provided in the specifications, it is intended to help identify the existing conditions and how much work would be required to fix the issue. (See specs beginning pg 148)
1. Do not see any amount for liquidated damages if the contract is not fulfilled within the allocated 140 days. What are the consequences if it goes beyond the 140 days?
There are no liquidated damages on this contract. If the contractor delays the project, they are liable for consideration to the Government in exchange for additional time to perform on the contract. There are also CPARS reports that will follow the contractor for future government work, and these reports are based on their performance on the project including schedule and management of the project.
