Amendment 0001 Question 1: Please confirm if teaming agreements for subcontractors are required to achieve maximum scoring under the evaluation criteria specified in the RFP.
Answer: Please note, IAW FAR 52.244-4: Subcontractors and Outside Associates and Consultants (Architect-Engineer Services) (Aug 1998): Any subcontractors, outside associates, or consultants required by the Contractor in connection with the services covered by any resulting contract will be limited to individuals or firms that were specifically identified and evaluated up front. The Contractor shall obtain the Contracting Officer’s written consent before making any substitution for these subcontractors, associates, or consultants.
Question 2: Please specify which Section E Key Disciplines will be scored.
Answer: Your package should reflect the disciplines needed to perform the requirements of both 541330 and 541310.
Question 3: Please confirm that 541330 is the designated NAICS code for this procurement. It is our understanding that a single contract vehicle cannot have two assigned NAICS codes.
Answer: Each NAICS code will be used dependent on the requirement of an AE project. We will be able to use either one of these when we receive a requirement dependent on its scope.
Question 4: Will an entity's NAICS code (541330 or 541310) impact their ability to be awarded task orders once this contract vehicle is awarded? In other words, will projects be set aside within the contract vehicle based on 541330 versus 541310?
Answer: Yes, as stated in #3. Either one of the NAICS codes could be used on a requirement dependent on the scope.
