Pre-Bid RFI Questions

Question 1 - Can the VA provide crane locations and allowable duration of usage for MTRL handling/ Demo?

Answer: Crane and location, if utilized by the contractor, shall be located as to not adversely affect the flow of traffic, create a safety hazard, or impact the continued operations of the facility. Means and methods of material transport including demo shall be developed by the contractor to comply with requirement above and coordinated with COR for execution. Limited closures shall be coordinated in advance with COR on a case-by-case basis.

Question 2 - Existing roof has multiple abandoned roof penetrations of existing curbs and other MEP. Are these items to remain and be re-flashed/ covered with break metal? Or are abandoned roof penetrations to be complete demo and roof repaired? If complete demo is required, please provide all available electrical/control drawings for reference.

Answer: These items have been brought to our attention and additional guidance will be provided by amendment to this solicitation.

Question 3 - Does the VA want walk-pads? If so, please clarify quantity and location on drawing.

Answer: This item has been brought to our attention and will be address with an amendment to the solicitation if necessary.

Question 4 - Spec 072200 calls for self-adhere vapor barrier but then says to hot mop to deck two plies asphalt. For EPDM roofs, manufacturer has a recommended self-adhere vapor barrier which is standard for the system and not a hot mop asphalt. Is the self-adhere the option the VA desires?

Answer: Revised specification section will be provided by amendment to the solicitation. Question 5 - Is existing lighting protection to be removed, reinstalled, and recertified?

Answer: Yes.

Question 6 - According to the plans, there are several abandoned curbs. Are these to be removed and the decking repaired if needed? Reference- Drawing # X-1?

Answer: See response to Question 2 above.

Question 7 - Can we have photos or a statement of the findings in the core sample? No Reference, it was mentioned at the site visit a core sample was taken.

Answer: Will be provided as amendment to solicitation.

Question 8 - Does the lightning protection have to be installed and tested by a certified firm? Reference Spec 260511-2/ 1.6

Answer: Yes. Reference paragraph’s 1.3, 1.4 and 1.14 of said specification section.

Question 9 - The drawings are very hard to read, especially the details. Can the government confirm the slope is in the deck and not the ISO? Reference the drawings Sheet X-1?

Answer: Drawings reference Attachment “B” sheet 5 of 8 (sheet 77-S3) illustrates the slope of the structural roof members showing that the metal roof deck is sloped.

Question 10 – Our lightening protection contractor has some concerns regarding the existing system and building height. The existing system is considered a class I system and is rated for buildings 75’ in height or less. We would like for the government to confirm the building height and if it is over 75’ it will need to be upgraded to a class II system by todays standards.

Answer: Building is not over 75’.

Question 11 – The current lead time for EPDM roof materials are approximately eight [8] to twelve [12] months depending upon the specific products and vendor.

The project solicitation indicates work must be completed 180 days after receiving Notice to Proceed (NTP). While the stated work duration is reasonable there is a clear issue with material lead time. Please confirm that the project NTP for will occur once materials have been received or that the contract time will be modified to reflect the lead time for materials.

Answer: We will work with the awarded contractor to make period of performance adjustments in the event there is a schedule impact due to any extended material procurement lead times.
