A.2 RFQ - QUESTIONS/ANSWERS

RFQ – 36C24921Q0278 – Questions

1. Good morning. I've reviewed the solicitation document stated above and would like clarification on whether the estimated 200 hours of performance per year is accurate. Please advise. Thank you.

Answer: The “estimated quantity” of 200 hours of performance per year is accurate. This establishes the baseline quantity for all potential quotes to derive their best pricing.

2. On the preliminary reading of the requirements, we are concerned that as there is no information available on specifics of projects and their scope, it would be hard to commit to an hourly rate for service. We have previously provided bids and are currently working with VA in other regions and are wondering if we could submit our bid in a format similar to the example attached to this email, with labor and materials rates specified. We offer a walk-thru for each project ahead of time, to assess scope of requirements and we then calculate cost based on materials and labor required with the rates that we have committed to.

Answer: Further consideration was taken as a result of your question. CLIN structure was adjusted to better signify the minimum positions needed to fulfill an order on this requirement.

3. Are you predicting a maximum of 200 hours of moving services per year? That seems very small for a VAMC and all CBOCs.

Answer: FAR subpart 13.303-2 Establishment of BPAs.

(a) The following are circumstances under which contracting officers may establish BPAs:

(1) There is a wide variety of items in a broad class of supplies or services that are generally purchased, but the exact items, quantities, and delivery requirements are not known in advance and may vary considerably.

Therefore, price cost schedule displays “estimated quantity,” this allows the VA to set one standard for the purpose of evaluation so all interested parties will be rated on the same baseline numbers.

4. For the project manager, you want a full-time project manager. In addition, for each move you want a site supervisor and 2 movers. This implies no more than 8 days a moving a year based on 200 hours. Is this correct?

Answer: Please identify the exact area where it states, “each move you want a site supervisor and 2 movers.” If you are referring to Section F. Pre-Move Planning for “large scale moves,” please acknowledge. An amendment will be posted to simplify the minimum required.

5. I'm writing because I do have one question regarding the solicitation regarding what you would like included in the CLIN pricing. How many movers, drivers, installers, supervisors, and trucks would you like included in the unit price calculation for all the CLINs?

Answer: Please read section F item # 6 of the statement of work to answer your question.

6. One follow up to my question, when it says: "(1) supervisor, a crew of (2) Movers with at least (1) mover with installation capability," does that mean a crew consisting of (1) Supervisor who's also a Mover with installation capability and (1) Mover meets the minimum required? In other words (1) Supervisor/Installer, (1) Mover, (1) Straight Truck.

Answer: I will be publishing an amendment to clarify that, but as it written I counted 3 personnel total. However, after further discussion with interested party, it was determined that a 2-person crew would be more efficient for this requirement. Therefore, the Government has taken this suggestion into consideration.

1-Supervisor/Program Manager who is also a Mover with straight truck License 1-Mover

NOTE: In my opinion, the need for a truck should be implied since the purpose of this requirement is to perform a move. As far as the supervisor/program manager also being capable of moving equipment makes total sense to me; however, that individual should be over all responsible for all actions start to finish.
