36C24921B0007 – Project 621-21-106, Renovate Rooms 103 and 104 Building 214 PET Waiting Area
1. Welding will need to take place inside the MRI room. Will mechanical connections be accepted in lieu of welding or does the VA have a procedure in place that contractor should follow when welding inside the premises?
VA Response: Welding is not required in the MRI Room M120.3. Any welding operations for this project need to comply with VA issued Hotwork permits and OSHA 1926.352 requirements.
Mechanical connections must be designed by a structural engineer and submitted to the VA engineer for approval at the contractor’s expense.
2. Can the door hardware be reused on new door?
VA Response: See answer to Question 18
3. Will this be all night work?
VA Response: No per scope of work.
4. Plans called for lead lined plywood with drywall on top. Would it not be more efficient to just use lead lined drywall?
VA Response: Lead lined drywall is generally not available for the thicknesses required for this project.
5. Can demolished materials/rubbish be disposed of via window to eliminate foot traffic through the building?
VA Response: No.
6. Can work be done outside of the weekend hours of (7:30am-5pm) and outside of the normal business hours of (7:30am-5pm) on the weekdays? If so, what would these hours be limited to?
VA Response: Yes, after hours work shall be coordinated with the COR.
7. Can utilities be shut off in the workspace? If so, what is the length of time these utilities can be turned off for?
VA Response: All utilities outages shall be coordinated with the COR.
8. Will the furniture/ property be removed before work is started?
VA Response: Yes
9. What will the workspace be limited to?
VA Response: Workspace will be limited to Rooms 103, 104 and adjacent corridor space 102.
Work in the vestibule will be weekend work per the drawings. The Vestibule needs to open to public traffic Monday – Friday for the project duration.
10. Will there be occupied rooms near and or around the workspace?
VA Response: yes.
11. Are there any preferred locations of the device boxes if they are needed to be relocated?
VA Response: Locate device boxes as close to existing as possible. Coordinate with COR.
12. Can the exterior access door in Corridor 102 be used strictly for construction purposes?
VA Response: yes.
13. What is the preferred handrail size and color? Please provide specification.
VA Response: handrail shall be removed, protected and reused. If the Contractor damages the handrail, see record drawings for handrail information.
14. Does the VA foresee any items needing (such as: lights, ceiling panels, HVAC return & supply grilles, sprinkler heads, handrails, corner guards) to be removed and reinstalled to be replaced, if so, which items?
VA Response: No. the intention is to only replace items damaged due to construction.
15. What is the preferred manufacturer, size, and color of corner guards?
VA Response: The intention is to reuse the corner guard unless damaged in construction.
Reference Record drawings for replacement information.
16. What is the type of door closer needed for the exterior door?
VA Response: A102 note 12 indicates the contractor shall reinstall the existing closer.
17. What is the preferred manufacturer of the acoustic ceiling tile grid?
VA Response: Refer to record drawings for ACT tile and grid type.
18. Door hardware: Solicitation A.3 statement of work Room 104: “Remove and protect existing door and hardware. Reuse hardware on new door and return door to VA.” None of the existing hardware appears to be compatible for a 9/16 lead line door which would typically have a floor mounted pivot hinges, a floor mounted stop, shielded lockset …. Can the VA please provide a complete hardware schedule for the door to room 104?
VA Response: See schedule below for Door 104. Provide and install hardware to match the existing as close as possible. Hinges, stops etc. shall be coordinated with the door manufacturer.
(See Figure 1)
19. Structural steel framing: because of the small amount of steel required would the VA accept structural steel from a fabricator without an AISC certification?
VA Response: No.
20. Specification 09 22 16 Non-Structural Metal Framing: Can the VA please provide a specification for the metal framing?
VA Response: see section 05 12 00 structural steel framing.
21. Spec 01 00 00 1.14 calls for a construction sign on galv steel sheet nailed to wood board, attached to wood posts. Is this construction sign actually needed for this small magnitude interior renovation project?
VA Response: This magnitude of signage is not necessary; however the contractor will still need to have construction signage at construction entrances which clearly identifies the construction area and entrance requirements and satisfies our construction safety specialist.
22. Spec 01 00 00 1.15 calls for a safety sign on wood board, attached to wood posts. Is this safety sign actually needed for this small magnitude interior renovation project?
Refer to VA Response to question 1, RFI 001.
23. It has been found on several past projects in the Johnson City area that there are few to no structural steel erectors with the AISC quality control certification which will bid government work. The fabricators shall meet this requirement, though we respectfully request an except to allow steel erectors with other industry standard quality control certifications to bid the project.
AISC Certification is required for this project.
24. Spec 07 84 00 1.3.B calls for a firestopping firm to be certified by FM Global 4991 or evaluated by UL. Will the certification provided by Hilti be accepted to meet this requirement?
VA Response: Hilti Products are acceptable as long as it is a “UL approved system” Hilti has resources available to customers that can verify if a firestopping application is a UL Approved system.
25. Spec 07 84 00 1.3.C calls for GC to engage a qualified firestopping inspector. Will the certification provided by Hilti be accepted to meet this requirement?
VA Response: As long as a UL approve system has been installed a firestopping inspector is not necessary. The VA’s construction safety specialist will inspect all firewall and smoke wall penetrations.
26. Spec 09 29 00 3.7 inaccessible ceilings goes on to reference accessible ceilings to receive hard ceilings. Is this spec referencing hard ceilings in accessible patient and staff areas or inaccessible?
VA Response: This project only has Acoustical Ceiling Tile and are accessible.
27. This spec 09 29 00 3.7 also references access panels. Is the GC to include access panels at each room with new hard ceiling? If so, please provide type, quantity, size, fire rating.
VA Response: There are no hard ceilings in this project.
28. Note #1, 8, and 18 on sheet AD-101 states that all items in the note are to be “removed and/or protected”. Will the fire sprinkler, and fire alarm devices need to remain operational at all times or can they be removed for the course of construction in each individual area?
VA Response: This is a “means and methods” option for the contractor. If the contractor removes the sprinkler system and fire detection, they will also need to provide provisions to have a fire watch for the entire duration that the system is offline.
29. Note #27 on sheet A102 says to install gypsum board from top of plywood to bottom of deck.
Should the gypsum actually be installed over the plywood from floor to deck?
VA Response: The leaded plywood only extends 8 ft tall. The intention of this note is to have gypsum board installed from the top of the plywood to the bottom of the deck. Note 29 addresses installation of Gypsum over the plywood from the floor to above the acoustic ceiling.
30. If so, how should the gypsum attach to the plywood (i.e. direct screw, 7/8” furring, etc)?
VA Response: 09 29 00 2.4(f) requires attachment with manufacture approved mounting adhesive.
31. Note #31 on sheet A102 says to install new base molding in room 104. What type of base mold is to be used? If match existing, please provide existing brand, model number, etc.
VA Response: The record drawings are included “for information only”. this information can be found on sheet AI100 on the record drawings.
32. The lead lined door is called out to have 9/16” lead lining. This door will likely weigh upwards 900 lbs. According to our supplier it should have a pivot hinge mounted in the concrete slab.
What type of hinge assembly is needed for this door/frame?
VA Response: Coordinate hinge requirements with the door manufacturer.
33. It appears the only work to the HVAC system is to secure the grilles during construction and set back in new ceiling grid in the same locations, is that correct?
VA Response: Yes.
