RFI QUESTIONS FOR PROJECT - 36C24921B0004

PROJECT #621-19-100 – Renovate Building 160 Question 1: The RFP states that we are to "submit a written RFI utilizing the RFI Form attached to this solicitation," however there was no RFI Form attached with the Solicitation. Can you please provide the referenced RFI form?

Answer: In absence of the referenced RFI form, bidder/offeror may submit RFI’s on a word document form or by way of email.

Question 2: When are RFI’s due?

Answer: The due date for RFI’s was Friday, February 26, 2021 by COB.

Question 3: As there will be no in-person bid opening for this project, can the CO or COR provide a conference line number to call into, so bidders can listen to the bid opening? This has been done in other VISNs and has worked well.

Answer: The information below provides access to the Seal Bid Opening:

Microsoft Teams meeting Join on your computer or mobile app Click here to join the meeting Or call in (audio only) +1 872-701-0185,,418166190# United States, Chicago Phone Conference ID: 418 166 190# Question 4: Can we submit our bid via email, if we mail the original hardcopy Bid Bond prior to the due date?

Answer: Yes, bids can be submitted via email and the original hardcopy bid bond mailed prior to due date. Please make sure they arrive by the due date and time.

Question 5: Can non-technical RFIs be answered early in the bidding period for planning purposes?

Answer: Yes.

Question 6: How many days should be included / anticipated for the government to review RFIs.

Answer: All RFI Q & A will be answered and uploaded as soon as the requested information has been received and uploaded to the solicitation as an amendment.

Question 7: Is this project tax exempt, and will the CO/COR provide the necessary tax-exempt certificates?

Answer: This project is not tax exempt. FAR clause 52.229-3 applies to this project. All federal, state and local taxes should be included in the proposal.

Question 8: Will owner provide 3-D Revit model for use by GC?

Answer: The project is not designed in Revit; it is designed in AutoCAD. For presentation, the project renderings shown in drawings were prepared by an external graphics designer; not a Revit model. The designer typically does not provide AutoCAD plans to the GC due to proprietary nature of the design and the structural details. However, the contractor may use PDF’s and mark over them.

Question 9: Will Owner require GC’s to develop 3-D coordination models?

Answer: The project is not designed in a 3D Revit model.

Question 10: Will owner be providing as-built documentation of existing structures during the bidding period?

Answer: The VA may provide the as-builts upon request; however, the as-built conditions of the Bldg. 160 4th Floor N-Side are included/incorporated as shown in the current design documents as existing.

Question 11: Please provide seismic bracing details for pipe and systems support?

Answer: Seismic Restraint is per specification 13 05 41 and throughout specifications. Also reference G-003 Code Criteria and notes, A-572 of the drawing set for additional seismic details as well as F-001 Fire Suppression Note 24.

Question 12: For planning the preliminary project schedule, can you please provide an anticipated award date?

Answer: We will not be able to provide the anticipated award date for this project.

Question 13: Phasing Clarification: The Drawings show that the area on the 4th floor is to be completed in two phases, however, the Bid Schedule in the RFP states "Note that any and all references to project phasing shall be disregarded. This project is intended to be completed in total without any phasing of work." Please confirm that the entire project area will available to the contractor, unoccupied at the time of NTP, and that there are no phasing requirements.

Answer: The project area will be available in totality with NO phasing requirement.

Question 14: Confirm offer due date?

Answer: Bids are due now on March 22, 2021 at 12 PM CT.
