About this file
This document contains an amendment to a solicitation and a description of the related federal contract opportunity. The amendment clarifies that primary care-mental health integration (PC-MHI) staffing ratios and quality measures now apply to all community-based outpatient clinics, regardless of patient population size, due to changes in performance metrics. The opportunity is a request for proposal to provide outpatient clinic services in Dover, Tennessee and Hopkinsville, Kentucky. The indefinite-delivery, indefinite-quantity contract will be awarded competitively based on most advantageous proposals. The applicable North American Industry Classification System code is 621498 with a size standard of $22 million. The solicitation is expected to be released on or around June 11, 2020 via the System for Award Management website.

CONTINUATION PAGE
98. In PWS 2.6.4.1, the requirement for general and specialty mental health staffing includes the ratio for PCMHI staff. But in PWS 4.12.3, it states that the PCMHI quality measure only applies for PCMHI in clinics that have over 5,000 uniques. Can the government please confirm if the PCMHI ratio/staff are not applicable if the clinic has over 5,000 uniques?
PCMHI implementation is required once total enrollment reaches 5,000.
The base period shows 3,700 PC enrollees, and 1,790 MH enrollees for a combined total of 5,470 enrollees. For the purposes of understanding if and when PCMHI implementation is required, please clarify if "total" enrollment is defined as:
1) total enrollment of PC enrollees only; or
2) total enrollment of both PC and MH, enrollees.
PC-MHI is now required for all CBOCs, regardless of number served at the site due to changes with the PACT21 metric.
