Shawn Hendricks Answers to RFIs for USP 800 Pharmacy Compliance Nashville VAMC
1. Section 08 42 29 para 2.2 A & C and 2.6.B.2 Note door numbers 1010, 1010A & 1010B these are note shown on the drawing nor door schedule. Is this a misprint?
ANSWER: These numbers were edited out at one time but the edited version did not go out. The spec section should read: “Doors from Anteroom into HD prep rooms and IV prep rooms - Model: Besam SL500 Clean Room sliding automatic doors- overhead concealed. (Basis of Design):”
2. Section 08 42 29 para 2.4 A.5 states the vertical styles shall be wide style 5”. This reduces the clear door opening from 36” narrow style to 33” wide style. Can narrow style be substituted?
ANSWER: Narrow stile doors will work. A/E will check with the basis of design mfr to verify reduced width. The intent is for a 36” openings.
3. Section 08 42 29 para 2.2 states bases of design is Besam SL500 clean room. Will the Stanley ProCare 8300A be allowed as a substitute (see linked product information)?
ANSWER: The Stanley ProCare 8300A is too wide to fit in the space we have. Also it does not seem to meet the Clean Room requirements because the framing has horizontal surfaces.
Compounding Laboratory Clean Rooms cannot have any surfaces that can trap dust particles so all glass framing must be flush or sloped.
NOTE: Section 08 42 29 para 2.1 C. states “Doors part of the clean room assemblies are to be integrated by and provided by the clean room wall provider. Other doors are to match.”
Any door that is to be substituted must be compatible with and integrated by the clean room wall manufacture.
4. There are several areas that require 1-Hour ICRA Barriers (Type A on Sheet G-101) that go from Floor to Deck marked on the drawings. Are the adjoining walls 1-Hour Rated? Other Areas that require ICRA for the new ducts and other items are not marked on the drawings. What type ICRA Barriers are we to use for these areas? Do you know if there are any obstructions above ceiling grid for the 1-Hour ICRA Barriers or can we have an additional site visit to look above ceiling?
ANSWER: There Will be no additional site visits. The rated walls are shown on the drawing 1 / GI101. The project involves moving an existing rate wall to a new location as indicated. The ICRA walls are intended to cover this relocation. Where not indicated (such as duct work above ceiling) ICRA barrier B or a mobile containment cart can be used. Since this area has not be exposed to infectious agents plastic barriers can be used with the approval of the COR and VA Safety Officer. DMM
5. We do not see any requirement for the Contractor to CETA Certify these areas. Is the VA going to get the certification?
ANSWER: The VA is not paying for any CETA Certifications; all Certifications are the responsibility of the Contractor. (CETA Certification needs to be identified in the drawings and in the Specifications. Currently do not see CETA in either.) The CETA requirement will be in the General Requirements Section of the Specifications.
6. On Sheet GC-102 it shows a 1-hour ICRA wall for 88 LF to be installed. There three new ducts that enter this room as well as existing ductwork to be demolished from Fan Room 17. We will have to put a temporary ICRA wall up to build this 1-Hour wall. We will then have to install another temporary wall to demo the old duct as well as install the new duct. Does the 1-Hour ICRA Wall require fireproofing for the new and old ducts? Are we able to Use Starc Panels for ICRA walls that only go to the ceiling?
ANSWER: As long as the STARC Panels meet the safety requirements outlined in the ICRA, VA does not oppose use. Depending on the location, panels may need to extend to the deck to meet infection control requirements. If the ductwork and new fire wall are finished before the existing fire wall is opened up or a rated ICRA wall is in place at the opening then the hallway ICRA wall does not need to be rated and can be type B, stopping at the ceiling. STARC type walls are acceptable if approved by the COR and the VA Safety Officer.
7. On Sheet A-201 it shows ductwork going from the 1st Floor to the roof. What is the construction of this 1st Floor roof and can it support manpower and scaffolding. What route should be taken to bring this scaffolding into the building to this location?
ANSWER: This roof is cast concrete and should support moderate construction loads. The Route is Means and Methods, but it would be that large or bulky items be lowered from the roof since and exterior route is probably needed to the penthouse. The small adjacent courtyard may be accessible after hours with COR approval.
8. There is a new Air Handler in Room 16 on the 4th Floor Roof shown on Sheet MH106. Provide location for crane to hoist the AHU and what are the allowable hours for this lift?
ANSWER: A Lift Plan from the contractor is required for all lifts. Lifts that require shutdowns, excessive noise, or interrupt adjacent service operations will be performed on nights and/or weekends between 6:00pm Friday evening to 9:00pm Sunday evening. Location and hours to be coordinated with the COR.
9. Sheet MH106 4th Floor Roof, Note 4 states duct is between Penthouse Floor and roof. What is the height between the Penthouse Floor and Roof? Is this considered confined space? What is the floor construction of the Penthouse? Concrete floor, Steel?
ANSWER: Approximately 40” between roof and penthouse floor. Floor is steel deck with concrete topping slab and checker plate steel access hatches to space between roof and floor. Space is not labeled as a confined space and is not a confined space.
10. Sheet MH106 Fan Room – What are the dimensions of the door opening for the installation of AHU 56?
ANSWER: Double door opening is 6’ W x 7’ H.
11. What is the roof construction on the 1st floor where the duct enters?
ANSWER: Concrete, COR to coordinate penetration location with contractor onsite.
12. The Contract Period of Performance is listed at 180 days. With the submittal approval, lead time on air handler, 1-Hour ICRA Wall requirement and certifications this project would require at least 270 days. Can the POP be extended?
ANSWER: Submittal for AHU to be provided within 7 days of contract award. No POP extension will be granted, POP is 180 days; the requirement is for the Nashville Pharmacy to be USP 800 Compliant by December 1, 2019.
13 Do you have a basis of design for the Modular Cleanroom walls?
ANSWER: This is intended to be a sole source company for the project to meet the tight construction schedule and limited space available. AES Clean Technology is the basis of design is listed in the specifications and is intended to be a sole source item along with integral units like windows, doors, and pass throughs. See specification sections, 13 04 00, 13 04 10, and 08 80 01. This will be included in the revised section 09 06 00.
14 Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
ANSWER: Yes. Proof of exemption will be provided at time of award if requested by contractor.
15 Will there be any access limitations in the control drug space?
Answer: Yes, coordination with the COR is required before commencing work in a Controlled Drug Area.
16 Will the VA provide escorts while work is happening in controlled drug spaces?
ANSWER: Yes
17 Is there space for a dumpster and trailer on site if one is needed?
ANSWER: See Sheet A-100 for Staging Area.
18 Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
ANSWER: Procore is acceptable for use on the project, however, a formal submittal tracking sheet will be the official method for this project.
19 During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply?
ANSWER: Yes.
20 Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
ANSWER: Yes, fire watch will be required if system is not operational due to construction.
21 Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
ANSWER: Fire Alarm is Simplex. Security is Tyco. Coordinate project work/disruptions with COR.
22 Has the work area been checked for asbestos, lead based materials or any other hazardous materials? Can the VA release the report?
ANSWER: A report done in 2009 states that the area is asbestos, lead and haz mat free.
23 If any found, will that be considered an unforeseen condition and GC will not be tasked to abate under this contract?
ANSWER: If found the Government will remediate.
24 Can a qualified Superintendent fulfill SSHO requirements on site?
ANSWER: Yes as long as the Superintendent is qualified.
25 How many days does the VA anticipate of down time between phases.
ANSWER: Minimal days as possible.
26 Who is the DDC servicer on site that the new controls will tie in with?
ANSWER: The VA has a Dual, front-end head system of Alerton BACnet and Honeywell BAS. The Alerton System is Native BACnet; the Honeywell system is Non-Native BACnet. The system should control, monitor, and display in the ECC, located in the Southeast basement, Room E-07.
27 Is there a detail showing how the penetration of the exterior mechanical chase will get back into the building?
ANSWER: The ductwork runs across the roof to equipment as indicated on the mechanical drawings and then under the elevated penthouse through the penthouse floor to the new AHU.
28 Who holds the roof warranty?
ANSWER: Roof is not under Warranty.
29 Will the Sign in sheet be released?
ANSWER: Yes sign-in sheet is attached to this amendment.
30 The solicitations also state that the “offeror must have completed at least two (2) projects as the Prime contractor during the last three (3) years for the department of Veterans Affairs (VA) that involved USP 797 compliance, as all or part of the scope of work.”
It appears to us that this narrows down the pool of SDVOSB’s greatly and there would very few contractors in the country that could meet these requirements. Can the solicitations be amended to exclude the requirement to have 2 projects in the past 3 years that comply with 797 at a VA facility?
ANSWER: No change will be made to the factors. This is a critical, time sensitive project that cannot afford any unnecessary delays. Market research indicates that several SDVOSBs are available that meet the aforementioned requirement, and it is expected that at least two SDVOSBs will provide proposals. Based on the VA Rule of Two requirement, the Government has done its due diligence in establishing factors that are compliant with the VA Rule of Two in providing adequate competition.
“The VA Rule of Two is the process prescribed in 38 U.S.C. 8127(d) whereby a contracting officer of the VA, “shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers and that the award can be made at a fair and reasonable price that offers best value to the United States.”
