Repair Roofs Phase 2 - Franklin R. Sousley Campus

Answers to Requests for Information

1. The asbestos report does not appear to be included in the specifications. Please provide.

Answer: Hazardous Material Report for the project can be obtained from the VA.

2. Are the connectors included in the scope of work (i.e. asbestos caulk on windows, replace roofing, etc.)?

Answer: No, this is roofing repair, not walls restoration.

3. The asbestos materials to be abated is not clear in location or quantities. For example, the

ACM on several buildings is stated as follows; Cornice joint sealants, gray/black roof flashing, beige/tan caulk on lintels, ridge cap black/gray sealant, etc. The problem is, there are no specific locations or quantities. Is the black/gray sealant on all of the ridge cap tiles, or only in certain locations? Are the ridge caps on the hips included? Where on the roof is the gray/black roof flashing? Where is the beige/tan caulk, band joints, windows, louvers? The fact the work is in locations which require either a very large man lift or fall protection of some sort, does not allow bidders to inspect the work areas as we normally would. Therefore, without more detailed information of specific locations and quantities, we cannot accurately bid this project.

Answer: The types of asbestos materials present are presented in the specific notes for each building. The asbestos survey report presents representative pictures of asbestos materials as well for general reference purposes. The actual quantities need to be calculated by the contractor based on information provided. Generally, gray/black flashing is on penthouse roofs. Sealant on Ridge caps is present wherever there is a ridge or hip cap.

4. According to GAF, the Camelot shingle in Williamsburg Slate has been discontinued. GAF offers a Camelot II, which is not offered in Williamsburg Slate, but is available in a similar color.

Please advise.

Answer: Provide sample boards of available shingles that match physical properties as specified for VA review and selection.

5. Detail 5/A500 indicate that the new downspouts should be copper. Due to incidents of theft in the past, the leader and leader boxes have been left copper, while the downspout from the leader box to the DS boot have been changed to aluminum. Please clarify if copper downspouts or aluminum are required.

Answer: Provide copper downspouts as required by Contract Drawings since the theft issue has been resolved.

6. The symbol “D” on the various Roof Plans is called out as cornice to be replaced. Is this referring to the terra cotta gutter?

Answer: Yes, For explanation of the symbol see ATTIC AND ROOF PLAN LEGEND &

ABBREVIATIONS box on each Roof Plan Sheet. The letter D indicates demo and replace

Architectural Terra Cotta (ATC) gutter sections of the cornice this area. The adjacent numerical digit indicates number of sections to replace. The letter U indicates demo and replace ATC bed mold sections of the cornice this area. An approximate profile of the gutter section and bed mold section is shown on Details 5 & 7/A500

7. Will covered walks need to be built over the sidewalks and entrances near the roofing repairs?

Which sidewalks need to be covered, for what length, and how far from the building should entrance walks be covered?

Answer: Where work is required at, or, near entrances protect VA staff, visitors and patients from falling objects. Provide written description of method and extent of protection for VA review.

8. Please clarify that all existing debris is to be removed from the attic spaces.

Answer: Yes, that is correct.

9. The terra cotta will likely have a 6-8 month lead time from start of submittals to delivery on site. Will an administrative NTP be issued to allow submittals to be completed prior to the start of construction to account for the delay in procuring the terra cotta?

Answer: To be determined after award is made.

10. There is reference on the abatement plans to a silver caulk to be abated. The only silver caulk around windows I see is on the building windows, not on the dormer windows. Is it the intention of this Contract to abate the caulk and re-caulk all building windows on all buildings?

Answer: No, Abatement of existing caulking of building windows is not in this project.

That work is in the walls restoration project. However, replacement of half circle windows in gable ends is in the replace roofing project as shown on the drawings.

11. In the list of asbestos containing materials on sheets AB100A thru AB129A it references the cornice joint sealants. Is this referring to the white/grey caulk over the mortar joints which is peeling and falling off in many places?

Answer: Yes

If so, is a new sealant to go back in its place, or should the mortar joints be left exposed?

Answer: Mortar joints are to be tuck pointed as specified.

12. Bldg 100 does not indicate the new roofing, if a vented ridge cap is required or if eave vents are required. Please clarify.

Answer: Vented ridge cap and eave vents not required this building. No ceiling on the interior.

13. Terra cotta is indicated for replacement using either a “D” for terra cotta cornice or a “U” for misc. terra cotta pieces in cornice assembly. Please more clearly identify the pieces to be replaced as there is a large difference in price between the terra cotta gutter piece, the upper cornice piece and the lower cornice piece.

Answer: For explanation of the symbol see ATTIC AND ROOF PLAN LEGEND &

ABBREVIATIONS box on each Roof Plan Sheet. The letter D indicates demo and replace

Architectural Terra Cotta (ATC) gutter sections of the cornice this area. The adjacent numerical digit indicates number of sections to replace. The letter U indicates demo and replace ATC bed mold sections of the cornice this area. An approximate profile of the gutter section and bed mold section is shown on Details 5 & 7/A500

14. What is to be done with the existing roof hatch? Please provide clarification.

Answer: Remove existing roof hatches, covers and curbs. Enlarge opening as required where new roof hatches are to be installed. Where hatches are indicated to be demoed, close opening in roof deck with materials to match existing and prepare for new roofing.

15. Notes 14 thru 17 refer to framing repairs to prevent uplift on the roof, however, these notes are not located anywhere on the roofing plans.

Answer:

a. #14 applies to all areas where the bottom of a rafter bears on the wood nailer. Typically, the (3) 16d nails are currently in place. However, there are sporadic, isolated instances where the required nails are not currently installed. In those locations, additional fasteners should be installed to comply with note 14.

b. #15, #16, and #17 apply where remedial work is to be done on a hip or valley jack.

16. Some of the roof plans, such as Bldg 17 on sheet A117, call out for the nailer to be reinforced at a particular location. How is the nailer reinforced? What is the quantity nailer to be reinforced?

Answer: Note applies to the (2) 2X10 R and is supposed to say “1’ NEEDS

REINFORCED.” Detail 2/S501 applies and only the deteriorated section can be removed instead of removal all the way up to the W8x10.

17. On past projects the 3” wood under the dormer siding was severely deteriorated and required replacement on all dormers. Is replacement of this wood under the dormer siding included in this scope of work?

Answer: Where new siding, trim, etc is indicated to be provided and installed on dormers, remove all existing siding, trim, decking, flashing and roofing down to rough framing.

Replace all deteriorated wood blocking and framing.

18. Notes on the roofing plans indicate a specific quantities of fascia to be replaced. What is the fascia? Is it the wood blocking behind the copper gutter liner in front of the attic sill plate shown on detail 7/A500?

Answer: That is correct. It is the board nailed to the end of the rafters. The quantities noted on the drawings were determined by a survey from inside the attic. Since more deterioration is expected on the outside of the sills and fascia, quantities noted from the inside were increased to anticipate the actual quantity of deteriorated wood. The quantities on the drawings should be used for the base bid and a unit cost provided per foot of fascia and sill for use when the exterior is exposed, and the areas can be fully assessed. Unit Cost required by spec section 01 00 00 General Requirements.

19. Detail 7/A500 shows an insect screen over the 1” slit to be cut in the roof deck around the entire perimeter/eave of the building. Does this insect screen get installed on top of the roof or from the inside of the attic?

Answer: Install on top or underside of roof decking.

20. According to detail 7/A500, the existing batt insulation is removed in the entire attic, a 2x4 wood blocking is nailed between each joist and a foam trough inserted between each joist. Is this correct?

Answer: Yes, the pressure treated 2x4 blocking is used to support the edge of the roof decking where slot is cut in existing decking for ventilation. Foam trough provides continuous vent from eave to ridge as required by roof shingle manufacturer

21. Do all of the existing dormer windows get removed and replaced with a square louver without round window above?

Answer: Yes, as referenced by ATTIC PLAN – KEY NOTES 21 and 27 at each Attic Plan

Drawing.

22. On the Attic Plans there are notes to provide new louvers. Can you provide a louver schedule? An example is Sheet A129 notes 21 and 27.

Answer: All new louvers are 6” deep, drainable blade, stormproof as specified. Contractor will have to field verify for actual length and width.
