Solicitation Questions and Answers Renovate Building 28 for Specialty Care

Project # 596-16-101

1. Reference Drawing P606 Dental Vacuum diagram: The Dental Vacuum is a wet system and if it is designed as shown on P606 they CAN NOT run water and waste through a Zone Valve Box, water won’t travel uphill. If the dental chairs and any other wet areas of suction are ran separate to the vacuum system then it’s like a hybrid and no issue with vacuum outlets. Can you confirm the system can be a hybrid, so the plans are to send liquid waste to the floors, and wall suction outlets are intended to be used for waste and moisture removal at wall suction cannister?

Answer: Only surgeries are to be served by zone valve boxes. Chairs are not served by zone valve boxes. Receivers at vacuum pumps are designed to receive liquid waste.

2. Also, a WAGD (Waste Anesthesia Gas Disposal) interface is recommend running back to vacuum source before amalgam separators. Is this to be included?

Answer: Provide WAGD as shown on P606.

3. Are grooved fittings acceptable for use in hydronic piping systems as described in Spec

Section 23 21 13 Hydronic Piping?

Answer: No. Grooved fittings are not specified in Section 232113-2.3 (steel) and 2.4 (copper), therefore they are not allowed.

4. Reference Spec Section 26 51 00 and Drawing E001: See the attached alternative

Lighting package submittal from Lumenation. Is this alternative lighting package acceptable?

Answer: Does this submittal meet the specifications for the project? This can be reviewed during the submittal phase.

5. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

Answer: No, this project is not sales tax exempt.

6. Will the Government provide comprehensive written badging requirements for the project if badging is required?

Answer: Refer to specification section 01 00 00.

7. Where will the designated parking area be for workers accessing the construction site?

Answer: Refer to Drawing Sheet G001.

8. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

Answer: Yes. Procore is acceptable at this time but does not exclude the requirements called for in the project specifications.

9. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

Answer: Contractor is to coordinate with the VA for any fire alarm outage.

10. Will the VA release the Sign in sheet?

Answer: Site Visit Sign-In Sheet was published in solicitation amendment 0002.

11. What is the Governments’ policy if asbestos products are encountered during construction?

Answer: If additional asbestos is determined during construction that is not identified on the construction documents, contractor is to notify the CO and COR immediately.

12. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?

Answer: The contractor is responsible for the third-party testing service.

13. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

Answer: This requirement will be awarded as a firm fixed price contract without economic price adjustments.

14. For food deliveries through the wing, will the GC need to establish temp routes for the deliveries?

Answer: Contractor will not have to establish a temporary route. The main central corridor of the building must maintain ICRA standards for food transport.

15. Describe any and all tasks that may be required for this project as it relates to infectious control?

Answer: Refer to the project specifications for all requirements and task.

16. What is the level of infectious disease control rating for this site?

Answer: This project will be an ICRA Class II.
