About this file

This is a Sources Sought Notice for a real property succeeding lease opportunity issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 9. The Government seeks to lease approximately 4,975 net usable square feet (6,716 rentable square feet) of medical office and related space in Nashville, Tennessee to replace the expiring lease at 1919 Charlotte Ave. The space must accommodate a community-based outpatient clinic and include a minimum of 40 parking spaces, with occupancy required by May 1, 2027. The lease term is 10 years total, consisting of three years firm and seven years non-firm. The contracting office is located in Murfreesboro, Tennessee (zip code 37129), and the primary point of contact is Lease Contract Specialist Scheronica Cochran at Scheronica.Cochran@va.gov.

Responses to this Sources Sought Notice must be submitted in writing within seven calendar days from the publication date, with the response deadline set for July 30, 2026, at 3:00 PM Central Time. Interested firms must provide supporting documentation including building name and address, space measurements in both Rentable Square Feet and ANSI/BOMA Office Area square feet with conversion rates, building ownership information with written permission from legal representatives or brokers, and available parking details. The delineated geographic area for acceptable space is bounded by Interstate I-40 (north), Interstate I-65 (east), Highway 70S (south), and Interstate I-440 (west). The Government will evaluate responses to determine if alternative space is economically advantageous compared to the current location, considering relocation costs such as physical move expenses, tenant improvement replication, and telecommunications infrastructure. The Government is limited by law to pay no more than the appraised fair rental value, will not reimburse broker fees, and retains sole discretion to proceed with a sole source acquisition if no acceptable responses are received.

DESCRIPTION

The Department of Veterans Affairs currently occupies medical office and related space located at 1919 Charlotte Ave. Nashville, TN in a lease that will be expiring. The Government intends to enter into a real property succeeding lease contract to lease 4,975 net usable square feet (NUSF) (or approximately 6,716 rentable square feet), with a minimum of 40 parking spaces, for utilization as a community-based outpatient clinic. The lease term requirement is for 10 years, three (3) years firm, seven (7) years non-firm. The space must be available for occupancy by May 1, 2027.

This procurement is being conducted in accordance with FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. NAICS Code 531120 applies to this procurement.

This notice of intent is not a request for competitive quotes. No solicitation document is available, and telephone requests will not be accepted. However, the Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

The Delineated Area is as follows:

Space within or fronting on the following boundaries will be considered:

North: Interstate I -40 East: Interstate I-65 South: Hwy 70S West: Interstate I-440 Any firm that believes it can meet the requirements may give written notification to the contracting officer within seven (7) calendar days from the date of publication of this synopsis.

Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements as follows:

1. Building name, address and location of the available space

2. Amount of offered space in Rentable Square Feet (RSF) and ANSI/BOMA Office Area (ABOA) square feet along with the conversion rate

3. Building ownership information, brokers or legal representatives must show written acknowledgement and permission to represent the property

4. Amount of parking available on-site Information can be sent to the Contracting Specialist, Scheronica Cochran, via email at Scheronica.Cochran@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no responses are received by 3:00pm CST, July 30, 2026, the Department of Veterans Affairs will proceed to pursue a sole source acquisition.

The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space. The Department of Veterans Affairs will not pay any brokers fees or costs associated with responding to the Sources Sought Notice.
