About this file

This is a Statement of Work (SOW) and Amendment to a solicitation for an annual holiday decorations contract for the Bay Pines VA Healthcare System and Lee County Healthcare Center in Florida. The contractor must provide seasonal holiday decorations including artificial Christmas trees of various sizes (ranging from 7.5' to 12' tall), LED lights, ornaments, tree stands, wreaths, and poinsettias across multiple facility locations. The base year period of performance runs from November 15, 2026 through November 14, 2027, with four one-year renewal options extending through November 14, 2031. Installation must occur no later than one week before Thanksgiving, with removal by one week after New Year's Day, using duty hours of 7:00 AM to 3:30 PM. The contractor assumes full responsibility for all logistics including procurement, shipping, delivery, installation, removal, storage, and liability for the decorations, which are limited to four holiday seasons before replacement.

Vendor requirements include carrying a one-million-dollar liability insurance policy, maintaining company uniforms for all employees on VA property, following VA background requirements and security protocols, responding to service needs within 24 hours, and adhering to all VA rules regarding patient privacy and facility operations. The RFQ submission deadline is October 26, 2026 at 2:00 PM EST, with quotes submitted electronically in PDF or Excel format to William Penhallegon at william.penhallegon@va.gov. The procurement is classified under NAICS code 561730 (Landscaping Services) with a small business size standard of $9.5 million, and all vendors must be registered in SAM and SBA databases with their Unique Entity Identifier (UEI) number and any applicable SDVOSB certification. The contract is structured as a firm fixed-price award for the base year and options, with the government retaining the right to modify quantities and decorative assets due to construction, renovation, or facility changes.

Questions and Answers

1. For technical capability and past performance evaluation, may an SDVOSB prime contractor submit relevant project experience and references from a proposed subcontractor or key personnel, in addition to its own experience? Yes

1. The Statement of Work requires vendor employees to be state certified in Best Management Practices (BMP). Would you please identify the specific Florida certification or training program required for holiday decoration installation and removal? Disregard the plants. This was so best practices should always be considered. However not needed, if they follow the SOW. New SOW is being uploaded with Amendment.

1. Does the requirement to respond to service needs within 24 hours mean personnel must be physically onsite within that period, or that the contractor must acknowledge and initiate a response? 24 hours is needed for the decorations as there are trees, etc. – if fallen or something happens to their decorations, they need to fix due to having patients throughout the facilities.

1. Is a site visit available before the October 22 quotation deadline? No site visit is being offered, there are specific locations where the decorations are placed each year per each building, CBOC, etc. When installation is scheduled, the customer will will provide a kick off meeting with information needed.

1. Could you please confirm whether this certification is mandatory for all personnel performing holiday decoration installation, or whether the requirement can be satisfied through the certified project manager? No certification needed.

1. Our subcontractor has advised that Florida does not appear to offer a state-recognized BMP certification specifically for holiday decoration installation. They currently hold a national CLIPA certification, and their project manager holds a Florida Green Industries BMP certification. However, their installation personnel do not hold Green Industries BMP certification, as their work does not involve landscaping or pesticide application. Disregard the plants. This was so best practices should always be considered. However not needed, if they follow the SOW- without plants..

1. Required Certification: Which specific Florida state BMP certification is required for this contract? No certification is required.

1. Alternative Certification: Would CLIPA certification be accepted as an equivalent qualification for holiday decoration installation? No alternative certification acceptable.

1. Personnel Requirements: If Florida Green Industries BMP certification is required, must every installation employee possess it, or would certification held by the project manager be sufficient? Only one person, however, see no. 7.

1. The SOW references BMP-certified employees. Which specific BMP certification is required for holiday décor installation? N/A for decorations.

1. Artificial vs live. The tree specifications appear to describe artificial trees, and only the Building 100 vestibule poinsettias say “silk.” Please confirm whether all trees, poinsettias and wreaths are artificial. If any must be live, please give the locations, quantities and any care or replacement required. None should be live. All should be artificial. The facility no longer allows live plants.

1. Tree counts and quantities. The Building 100 lobby, Cobb Room and pharmacy entry each list one tree, but their stand, ornament and skirt quantities refer to two trees. Please confirm the tree count at each location. Please also confirm whether Building 111 needs 7 or 14 wrapped packages, and where the two Building 20 wreaths hang. The quantities should match the two stands and skirt, otherwise the list on the SOW is to be followed.

1. Specified products. Are the named tree models mandatory, or will equivalent artificial trees be accepted? All products specified are to be followed.

1. BMP certification. If the work is installing, servicing, removing and storing artificial decor, please explain how the BMP requirement applies. Does the scope include any planting, fertilizing, irrigation or landscape maintenance? If not, will the VA remove the requirement by amendment? All live plants are not to be Scope. BPM is N/A.

1. Dates and access. Please confirm the first-season installation whether evening or weekend work is authorized. As stated in the SOW, the date begins the day after Thanksgiving.

1. Exterior banners. Please provide the number, locations, dimensions and mounting heights of the light-pole banners, and say who supplies the access equipment and hardware and where the originals must be stored. Or is this all reachable by ladder? This has been removed and revised SOW provided.

1. CBOC. Please confirm that we hand the items to clinic staff and collect them after the season. Items are to be placed and not handed to employees.

1. Deadlines. The SF 1449 shows quotes due October 22, 2026 at 2:00 PM EDT, but we understand the notice shows October 26. Please confirm the quote due date and the deadline for questions. Deadline is 10/26/2026 at 2:00pm EST.

1. Several tree descriptions specify one tree but list two stands or ornament quantities for two trees. Will the VA issue corrected quantities or an inventory for quotation purposes? No.

1. For the base year and options, are the listed decorative assets to be provided through rental, with ongoing storage, replacement, installation, and removal included in the annual price? This is the Scope of the Awardee. The VA is not responsible for any contractor’s process’s, assets, rental, storage, replacement. Provide the SOW items and install w/ removal. All items should be consistently the same every year.
