This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Network Contracting Office 8 (NCO 8), Orlando VA Healthcare System on May 28, 2026. The amendment addresses a Bid-Build project (Project Number 675-25-804) to install a Water Tower Projector System at Lake Nona. The amendment provides Government responses to fifteen contractor questions and requests for information (RFIs) received regarding the solicitation. Offerors must acknowledge receipt of this amendment and all others in their proposal package; the response deadline remains unchanged.
Key clarifications from the VA responses include: the projector system must comply with Section 5.0 specifications outlined in the solicitation; no surge protection or UPS backup is required; cooling and ventilation requirements should follow manufacturer recommendations; a service switch is required at the column location; grounding must comply with Article 250 of the 2026 National Electrical Code; the VA will provide the preconfigured Brightsign player and handle content creation and future software updates; no permitting or sealed structural calculations are required for the 14-foot masonry column (though the contractor must construct a reinforced 48" x 48" x 14' masonry column with a 72" x 72" x 12" concrete base engineered to support 197 lbs); existing telephone cabling may be removed and replaced with CAT6A cabling; existing electrical infrastructure may be reused if compliant with 2026 NEC code; contractors are not required to provide de-watering provisions but must ensure proper conduit burial depth per NEC code and use wet-location-rated cables; and standard factory warranties are required for equipment and enclosure, with one-year warranty for installation labor from VA acceptance.

NBR. QUESTIONS & ANSWERS
1. Please provide acceptable manufacturers and basis of design for the 4K-RGB laser projector system.
VA
Response
The project must comply with Section 5.0, “Salient Characteristics of the 4K-RGB Laser Projector System”, as outlined in the solicitation.
2. Please confirm whether surge protection or UPS backup is required for the projector system and associated controls.
VA
Response
No Surge protection/UPS backup is required.
3. Please confirm cooling, ventilation, and environmental control requirements for the outdoor projector enclosure.
VA
Response
This requirement should be based on the Projector manufacturers’ recommendation requirements for the enclosure.
4. Please clarify if a dedicated switch is required at the projector column/enclosure location.
VA
Response
Provide service switch at the column location.
5. Please provide grounding and bonding requirements for the projector enclosure, masonry column foundation, and associated equipment.
VA
Response
Ground in accordance with Article 250 of the 2026 National Electrical Code (NEC).
6. Please provide geotechnical or underground utility information for trench routing and foundation installation.
VA
Response
See attachment.
7. Please confirm whether the Brightsign player furnished by VA will be preconfigured or if contractor programming/configuration is required.
VA
Response
The Brightsign player will be configured and provided by the VA.
8. Please clarify who is responsible for content creation, projection mapping software licensing, and future software updates.
VA
Response
The VA will provide content creation. If initial licensing is required, it will be purchased with the projector.
All future updates will be handled by the VA.
9. Please confirm if any permitting, structural engineering, or sealed calculations are required for the 14’ masonry projector column.
VA
Response
No. Refer to Section 1.0, “Projector Foundation – Block Column”, as outlined in the solicitation
1.1 Contractor shall construct a reinforced masonry column measuring 48" x 48" x 14’ in height with a concrete base measuring 72" x 72" x 12". 1.2.
1.2 The structure shall be engineered to support a minimum of 197 lbs. The structure must support the projector and associated weatherproof enclosure.
1.3 The column must be a finish and be architecturally treated or painted to match nearby structures and meet aesthetic goals of OVAHCS.
1.4 Conduit sleeves shall be embedded for data/power pass-through to the projector enclosure.
10. Please clarify acceptable outage windows and whether after-hours work will be required for Panel ELE4/ELE4A shutdowns.
VA
Response
The VA can support outage windows for the panels as needed.
11. Please provide available as-built drawings for the CEP building and site utilities applicable to this scope of work, including existing electrical distribution, underground utilities, conduit pathways, communications infrastructure.
VA
Response
See attachment.
12. Please provide required warranty duration for projector equipment, enclosure, and installation labor.
VA
Response
A standard factory warranty, typically provided, is required for both the projector equipment and the enclosure. Installation and labor must meet standard VA requirements and be warranted for one (1) year from VA acceptance and project completion.
13. During the site visit, it was observed and discussed that existing telephone outlet identified as D85 (north of the CEP Building) may potentially be utilized to extend existing raceways toward the new projector location. Please confirm existing telephone cabling may be removed and replaced with new CAT6A cabling for use under this project scope to expedite installation activities and avoid the additional cost and need for lift rentals within the facility associated with installation of new conduit pathways.
VA
Response
Yes, this race way can be used.
14. Please confirm whether the existing duplex receptacle currently fed from Circuit 13 of panel ELE4A may be re-fed from an existing spare breaker within the same panel directly on the same wall, and whether the existing conduit stub-up adjacent to the door can be extended for installation of the new projector power feed under this project scope.
VA
Response
This can be used, as long as it is in accordance with the 2026 NEC code.
15. During the site visit, it was observed that the proposed conduit route may encounter wet soil conditions within the sod area. Please confirm required burial depth for conduit installation (power/data) in these areas and whether the contractor shall include de-watering provisions under this scope, or if existing site conditions/equipment are expected to sufficiently mitigate de-watering requirements during installation.
VA
Response
The contractor is not required to include de-watering provisions. The specified depth must comply with the 2026 NEC code. Cables installed in the conduit must be rated for use in wet locations.
