About this file

This file contains Questions and Answers (Q&A) responses related to a water testing services solicitation for the Bruce W. Carter Miami Veterans Affairs Medical Center. The solicitation (36C24826R0069) is a Combined Synopsis Solicitation for commercial items under FAR Part 13, set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), with quotes due by 4/1/2026 at 8:00 AM EST. The VA is seeking water testing services including quarterly dental water testing for Miami and Broward clinics, and monthly SPS (Sterile Processing System) testing for Broward, Miami VA Trailer, and 7th floor locations.

Key testing requirements clarified in the Q&A include: dental water testing parameters per PWS Sections 1.1 and 4.2 (250 mL samples, 275 per quarter); SPS testing samples of 3 locations in Broward, 4 in Miami, and 7 in the trailer; and the preferred test panel is ST-108 rather than TiR34 for sterilization validation of reusable medical devices. The B.2 Price/Cost Schedule includes additional analyses beyond the core parameters (Legionella, temperature, pH, and monochloramine) to accommodate SPS testing requirements. The Government confirmed this is a new contract with no incumbent, no historical retesting data available, additional retesting services are available on existing line items if needed with 24-48 hour turnaround, and laboratories must comply with all applicable federal, state, local, and industry standards. All questions and RFI submissions were due by 3/20/2026 at 4:00 PM EST.

Q3
If only the following testing parameters are required: Legionella, Temperature (hot and cold), pH Testing, Free Monochloramine and total Monochloramine; why does the B.2 PRICE/COST SCHEDULE (attached) has other analyses listed (for example, hardness, Copper, Endotoxin, etc.)? Should we enter prices anyway?
R3
These other analyses are for the requirements for SPS Testing.
Q4
Is there a current contract? If the answer is yes, could you let us know who the current incumbent is and provide the current price schedule?
R4
This is a new contract requirement and is not replacing a current incumbent contract; therefore, no existing price schedule is available
Q5
In SAM.gov, Notice section, the "Date Offers Due" is 3/20/26 4PM, however in the Description section and downloaded documents, "all Requests for Information (RFI s) or questions are due by 3/20/2026 at 4:00pm EST. QUOTE SUBMISSION INSTRUCTIONS: Quotes are due by 3/30/2026 at 4:00 pm EST." Could you clarify and let us know the due date?
R5
Quotes are due by 4/1/2026 at 8:00 am EST
Q6
We did not see SF 1449 form as part of the solicitation documents, is it still required to submit the solicitation's offer?
R6
Page 1 is not required
Q7
Can you please provide a breakdown of retesting requirements (i.e. Historical number of positives detected each quarter)?
R7
We do not have a historical report. If retesting is needed, additional testing is available on given line items.
Q8
Can you please confirm that retests are included in CLIN 0003? If not, suggest adding a retest CLIN separately so that this cost can be captured at a potentially higher rate.
R8
If retesting is needed, there are extra testing available on given line items.
Q9
Will there be wet ice collected and testing that will require a 500 mL bottle to ensure sufficient volumes?
R9
No
Q10
Would the VA consider bundling the SPS testing into one CLIN that includes all required analytes lumped together for ease of pricing?
R10
No, all line items are needed induvial
Q11
Are there any retest expectations for the SPS testing?
R11
If retesting is needed, there are extra testing available on given line items. If sample were to fail, testing 24-48 retest is needed with SPS.
Q12
What accreditations does the VA require from the testing laboratories on this delivery order?
R12
Laboratories shall comply with all applicable federal, state, local, and industry standards.
Q14
Please confirm the number of SPS samples per location. We see that the trailer has 8 locations, but how many locations are there on the 7th floor? And does each location only get one sample per month or is it a different quantity? Please clarify.
R14
Broward: 3

Miami: 4 SPS trailer: 7

Q15
Please confirm that the dental quarterly testing quantity is 275/qtr.
R15
250 ml
Q16
The panel of tests that are prescribed for the SPS testing seem to be drawn from the TiR34 water quality parameters. However, it is our understanding that ST-108 is now the preferred panel to ensure the sterilization of reusable medical devices. Can you please clarify if Bruce W. Carter Miami Veteran Affairs Medical Center is looking to use the TiR34 panel or the ST-108? If the ST-108 is desired, recommend an update to B.2 Price/Cost Schedule.
R16
ST-108 is the recommend test panel.
