The contractor is responsible for installation, setup, and all supplied components of the CACI, with initial certification and performance testing to be completed by either OEM/manufacturer qualified personnel or an independent third-party certifier, provided certification is official and compliant with applicable standards. Amendment to Solicitation 36C24826Q1199 – Responses to Question-and-Answer Period

a. The purpose of this amendment is to provide official responses to vendor questions submitted during the designated Question-and-Answer period.

As follows:

1. Question: To ensure our equipment, installation, and logistics pricing fully complies with the solicitation, we respectfully request clarification on the following:

Please confirm whether the CACI equipment under this RFQ may be shipped directly to VA

Caribbean Healthcare System, 10 Casia Street, San Juan, PR, for installation, or whether the contractor must first deliver the equipment to VSS Logistics in Jacksonville and subsequently arrange transportation to Puerto Rico.

Answer: Since the requirement is considered Clinical Medical Grade equipment, the order can be sent directly to the VA Caribbean Healthcare System (VACHS) in San Juan to the following address:

VA Caribbean Healthcare System (VACHS) Warehouse

10 Casia Street, San Juan, PR 00921-3201

Delivery Hours: M-F 7:30 am – 3:30 pm

Point of Contact: Elliot Reyes, elliot.reyes-hernandez@va.gov

Phone:787-641-7582 Ext. 128401 and Antonio Acosta, Antonio.acosta-vazquez@va.gov

Phone:939-539-7527.

If sent to the Jacksonville Warehouse it will be shipped by the VA via shipping container to San

Juan. It is the vendor’s responsibility to ensure that the medical equipment will be safe for container shipping.

2. Question: The requirement includes the exhaust transition piece, onsite installation, initial certification, performance testing, and USP <825> compliance.

Please confirm whether the contractor is responsible only for installation/setup of the CACI and its supplied components, or whether the contractor is also responsible for facility‑side modifications such as exhaust ductwork beyond the transition piece, wall/roof penetrations, electrical modifications, HVAC modifications, or other site‑preparation work.

Answer: The contractor is responsible for installation and setup of the Laminar Floor Hood

Compounding Aseptic Containment Isolators and all components. Facility‑side modifications such as additional ductwork, penetrations, electrical or HVAC upgrades, and other mailto:Antonio.acosta-vazquez@va.gov site‑preparation activities are not part of the contractor’s obligations unless expressly required by a future amendment. It is the vendor’s responsibility to ensure installation requirements are met prior to scheduling the installation with the VA POC for a fully operational Laminar Floor

Hood Compounding Aseptic Containment Isolators.

3. Question: Please confirm whether the required initial certification/performance testing may be performed by the OEM/manufacturer’s qualified technical personnel or whether VA requires certification by an independent third‑party certifier.

Answer: The contractor is responsible for ensuring that the initial certification and initial performance test are completed. Certification may be performed either by a certified and qualified technical personnel from the OEM/manufacturer’s, vendor or by an independent third‑party. The VA requires only that the certification provided be official and fully compliant with all applicable standards.

b. Questions will no longer be entertained.
