About this file
This is an Amendment of Solicitation document issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) at the Orlando VA Healthcare System on September 2, 2026. The amendment number is 0001 for solicitation 36C24826Q1194, originally dated August 27, 2026. The purpose of this amendment is to address questions received during the Question and Answer period and close the Q&A process. Quotes must be submitted to Contracting Officer Benjamin Amato at benjamin.amato@va.gov by September 8, 2026, at 1:00 PM EDT. No additional questions will be entertained following this amendment.
The Q&A clarifications address key procurement requirements for what appears to be a supply set-aside for small businesses: offerors without relevant past performance will receive a neutral rating; systems must minimally meet stated salient characteristics to be technically acceptable, including an integrated digital touchscreen interface and real-time humidity sensors; contractors must complete form 852.219-76 and no Non-Manufacturer Rule waiver applies, meaning products must originate from a domestic small business manufacturer; clinical staff will conduct Receipt and Acceptance testing within 15-30 days of delivery with no set completion timeline; there is no specific brand requirement provided the salient characteristics are met; and authorized distributor letters must comply with clause 852.212-71 regarding gray market and counterfeit items. All other terms and conditions of the original solicitation remain unchanged.
