About this file
This is Amendment 0001 to Solicitation 36C24826Q1178, issued by the Department of Veterans Affairs, Network Contracting Office 8 (NCO 8), Orlando VA Healthcare System on August 27, 2026.
The amendment updates the Statement of Work (Section B.4) regarding commercial steamers and responds to 15 requests for information from prospective offerors. Key technical changes include adding NSF/ANSI sanitation certification and UL/ETL electrical safety listing requirements to Section 3.4 (Controls & Safety), and modifying electrical service specifications in Section 3.6 (Utilities) from 208–240V, 3-phase, hardwired to hardwired electrical service with Three (3) Phase, nominal 440–480V. The steamer must accommodate a minimum capacity of eight (8) standard full-size steam table pans (12" x 20" x 2½") per compartment, with mechanical or digital timers, safety interlocks, automatic water fill, low-water cutoff, and high-limit pressure switches. Delivery logistics require shipment to VSS Logistics in Jacksonville, Florida, with final installation at VA Caribbean Healthcare System in San Juan, Puerto Rico. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside acquisition. The equipment must be manufactured in the United States, and the Nonmanufacturer Rule applies under NAICS 333318/333310. Offerors must submit proposals by September 3, 2026, at 4:00 PM EST to jessica.kiser@va.gov. No further questions will be accepted as the Government anticipates immediate award following evaluation. A pre-installation site visit is not mandatory.

REQUEST FOR INFORMATION/QUESTION RESPONSE
1. Is there a preferred brand name/model number, or one that we can use as a reference?
Answer: No, there is no preferred brand name. This is a brand-neutral requirement. Please submit your best offer that meets or exceeds the specifications outlined in the Statement of Work (SOW).
2. Department of Veterans Affairs VA Caribbean Healthcare System VSS Logistics 1250 Imeson Park Blvd. Suite 113 Jacksonville FL 32218. But this is for VA Caribbean Healthcare System (VACHS), located at 10 Casia Street San Juan, Puerto Rico 00921. Installation will be VA San Juan PR; please advise.
Answer: Please reference Section C.13 beginning on page 31 for detailed shipment and delivery information.
3. Whether this requirement is a total SDVOSB set-aside and whether a non-certified firm may participate only as a subcontractor or teaming partner to an eligible SDVOSB prime.
Answer: See page 1 of the SF1449, block 10, and Section C.9 on page 26 under VAAR 852.219-73.
4. The required electrical configuration: the SOW states 208-240V, 3-phase, hardwired. Please confirm whether a commercially available model must meet 3-phase exactly.
Answer: Refer to the updated SOW included with this amendment. The equipment must meet the 3-phase requirement directly.
5. The required capacity of eight 12 x 20 x 2.5 inch pans, or four 18 x 26 inch bun pans, per compartment, and whether any specific manufacturer/model is known to meet this requirement.
Answer: The minimum capacity must accommodate eight (8) standard full size within each compartment.
There are some on the market that hold a capacity of 12 or more. Eight is the minimum requested. The standard full size steam table pan size is 12 inches by 20 inches with a depth of 2 ½ inches (12” x 2-1/2” or full size 1220 pan).
6. Whether a pre-installation site visit or survey is mandatory, and if so, how it is scheduled.
Answer: A pre-installation site visit or survey is NOT mandatory. Upon award, the vendor will coordinate installation directly with the designated point of contact, who will be identified at the time of award. (See attached picture to see the current steamers in their current space.)
7. Whether delivery is only to VSS Logistics in Jacksonville, Florida, or whether the contractor must also coordinate final shipment/customs to the VA Caribbean Healthcare System in San Juan, Puerto Rico.
Answer: Please reference Section C.13 beginning on page 31 for detailed shipment requirements.
8. Whether the September 3, 2026, 4:00 PM EDT deadline in the SF 1449 is controlling.
Answer: Yes, September 3 is the required submission deadline, as this is a time-sensitive requirement.
The Contracting Officer anticipates making an immediate award upon completion of evaluations.
9. Please confirm that the current solicitation is a 100% SDVOSB set-aside. The solicitation package includes SDVOSB limitations-on-subcontracting requirements, while some current SAM metadata displays no set-aside.
Answer: See page 1 of SF1449, block 10.
10. Does the Nonmanufacturer Rule apply to this acquisition, and has SBA issued any applicable individual or class waiver?
Answer: Refer to Section C.5, clause 52.252-2 on page 23, and FAR 52.219-33. The NMR applies to NAICS class 333318; see 78 Federal Register 76886, dated 12/19/2013. Note that the NAICS was updated to 333310 in 2022; the NMR still applies.
11. If no waiver applies, must the supplied steamers be manufactured in the United States by a qualifying small-business manufacturer?
Answer: The equipment must be manufactured in the United States. See Section C.3 on page 14 and Section E.3 on page 38 of the solicitation.
12. The solicitation requires a Buy American Certificate. Please confirm whether a Canadian-manufactured commercial steamer may be offered if properly identified on the certificate, or whether domestic manufacture is mandatory for technical acceptability.
Answer: The equipment must be manufactured in the United States. See Section C.3 on page 14 and Section E.3 on page 38.
13. Please confirm the required logistics sequence: delivery to VSS Logistics in Jacksonville, Florida, followed by final delivery/setup/installation at the VA Caribbean Healthcare System in San Juan, Puerto Rico.
Answer: Please reference Section C.13 beginning on page 31 for detailed shipment requirements.
14. The current solicitation document identifies the acquisition as an SDVOSB set-aside, while the current SAM.gov opportunity metadata displays no set-aside. Please confirm whether 36C24826Q1178 remains an SDVOSB set-aside.
Answer: See page 1 of the SF1449, block 10, and Section C.9 on page 26 under VAAR 852.219-73.
15. The solicitation document states that questions are due August 31, 2026 at 12:00 PM EST and quotations are due September 3, 2026, at 4:00 PM EST, while current SAM.gov metadata displays August 31, 2026 as the response date. Please confirm the controlling quotation deadline and time zone, and whether August 31 is the question deadline rather than the quotation deadline.
Answer: Refer to page 1 of SF1449, block 9. Offers are due by 09/03/2026 at 4:00 PM EST. The August 31, 2026, deadline applies to questions.
