About this file
This is a Special Notice announcing the Department of Veterans Affairs' (VA) intent to award a sole-source, firm fixed-price contract to QIAGEN LLC in Germantown, Maryland for QuantiFERON (QFT) TB Gold Plus II reagents and controls. The contract will be structured as a five-year Base Performance Agreement (BPA) with a base year plus four option years. The solicitation number is 36C24826Q1168, with a response deadline of August 28, 2026 at 10:00 AM Eastern Time. The contracting office is VA Network Contracting Office 8 (NCO 8) located in Tampa, Florida (ZIP 33637), with Quentin Ford serving as the Contract Specialist and Point of Contact.
The requirement is for FDA-approved, DiaSorin-compatible reagents and controls for Interferon Gamma Release Assay (IGRA) testing at the James A. Haley Veterans' Hospital (JAHVH) to support Veterans and employee TB screening. Because QIAGEN is the exclusive authorized distributor of QFT TB Gold Plus II assay kits validated for use with the DiaSorin LIAISON XL analyzer already installed at JAHVH, the VA determined that QIAGEN is the only responsible source capable of meeting the Government's requirement under FAR 6.302-1. The contract requires monthly deliveries of reagents with shipping included, and products must meet CAP, JCAHO, and VA laboratory standards. The VA will consider capability statements from interested firms demonstrating ability to provide fully compatible alternatives submitted by August 28, 2026, to determine whether competitive procurement is appropriate, though the Government retains sole discretion regarding competition. The applicable NAICS code is 334516 and PSC is 6640.

DESCRIPTION

This notice is not a solicitation. No solicitation will be issued. Interested firms capable of providing reagents identical in compatibility, regulatory compliance, and performance may submit capability statements no later than 10:00 AM ET, August 28, 2026, to Quentin.Ford@va.gov.
