About this file

This is an Amendment/Modification to a solicitation (Standard Form 30) for the Department of Veterans Affairs Network Contracting Office 8, extending the closing date and providing answers to vendor questions regarding a grease trap and lift station maintenance requirement at C.W. Bill Young VA Medical Center in Bay Pines, Florida. The original solicitation number is 36C24826Q1111, issued on August 18, 2026, with the receipt of offers deadline extended from August 28, 2026 to September 2, 2026 at 2:00 p.m. EDT due to pending customer responses to vendor inquiries.

The procurement seeks Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors for grease trap and lift station maintenance under NAICS code 562998 (All Other Miscellaneous Waste Management Service) with a $16.5 million small business size standard. Key clarifications provided in the Q&A include: both grease trap and lift station maintenance are included in scope; the prime SDVOSB contractor must self-perform at least 50 percent of personnel-related costs for service contracts per FAR 52.219-14 and SBA regulations; only one subcontractor may be used for licensed work if necessary; all personnel performing work must hold required Florida state and local licenses and certifications; and compliance with Pinellas County permit and regulatory requirements is mandatory, with the contractor responsible for obtaining applicable permits and credentials. Responses should include the contractor's Unique Entity Identifier (UEI) number, SDVOSB certification status, and be submitted to William Sean Penhallegon at william.penhallegon@va.gov, with all vendors required to be registered in SAM and SBA databases.

Questions and Answers

1. Does the prime SDVOSB contractor itself need to hold any specific Florida state or local license, permit, certification, or waste-hauling credential for this requirement? Whoever is hauling the waste must have all certifications and licenses required by Florida

1. If licensed or otherwise regulated work is required, may the prime SDVOSB perform the contract using a properly licensed and qualified subcontractor for that portion of the work? Only 1 subcontractor may be used

1. Are there any specific self-performance requirements beyond the applicable federal limitations on subcontracting that we should account for when structuring our team? Under FAR 52.219‑14 and SBA’s 13 CFR 125.6, SDVOSB primes must self-perform at least 50% of the contract’s personnel-related cost for service contracts (excluding materials).

1. Does the requirement include both grease-trap maintenance and lift-station maintenance, or is the current scope limited to grease-trap maintenance? Both are included.

1. Are there any facility-specific qualifications, confined-space requirements, disposal requirements, permits, or other credentials that must be held by the prime contractor rather than by the personnel or subcontractor performing that work? There are no additional facility‑specific qualifications or special credentials required by the Government beyond those mandated by Pinellas County. Any permits, confined‑space requirements, disposal requirements, or other regulatory obligations established by Pinellas County must be met. Compliance with all county‑issued requirements is sufficient, and the contractor is responsible for ensuring all applicable permits and credentials are obtained either by the prime or appropriate personnel performing the work.
