About this file
This is a Special Notice announcing the Department of Veterans Affairs' (VA) Veterans Integrated Service Network 8 (VISN 8) intent to award a sole-source, firm-fixed-price contract to Covidien Sales LLC for the acquisition, installation, training, and annual maintenance of the Medtronic Situate Detection System X. The contract encompasses the Situate Console X, Body Scanner Lite, Room Scanner X, and Complete Care Service Plan for VISN 8 medical centers. The contract structure includes one 12-month base period with four optional 12-month periods for continued Complete Care Service Plan coverage.
The Government requires an integrated retained surgical item detection system with the following minimum operational requirements: automated non-handheld under-patient RF scanning, handheld environmental RF scanning, workflow guidance supporting standardized clinical use, scan verification, documentation supporting the patient's medical record, and manufacturer-supported maintenance and technical assistance. Although market research identified multiple manufacturers offering retained surgical item prevention products, no other commercially available system was determined to simultaneously satisfy all minimum requirements without revision. Interested parties may submit capability statements with detailed technical specifications, FDA clearance documentation, scanning methodology descriptions, workflow functionality details, installation and training approaches, maintenance and software support capabilities, warranty information, and trade compliance evidence by July 24, 2026, at 12:00 PM Eastern Time to Contracting Officer Todd Pappas at todd.pappas@va.gov. The contracting office is located in Gainesville, Florida (ZIP 32601-3460), and the product service code is 6515 with NAICS code 339112.
