About this file

This is a Questions and Answers document for a Laundry/Linen Service contract for Fisher House at Orlando VA Medical Center.

The contract is an indefinite quantity contract with a $200,000 ceiling for laundry and linen services. Quoters must base pricing on a monthly estimate of 2,600 pounds of laundry, calculated using a weekly maximum of 600 pounds covered within two scheduled pickups. The contract period extends through June 30, 2031, with pricing CLINs covering the base and option year periods. Emergency pickups are priced separately under a dedicated CLIN at 12 emergency actions per year and are distinct from the standard estimated poundage. The contractor must provide all laundry exchange carts required for routine pickup and delivery, with contractor-furnished carts remaining the contractor's property at contract expiration. Use of qualified subcontracted commercial laundry facilities is permitted provided the prime contractor remains fully responsible for performance, quality control, pickup and delivery, reporting, contingency response, and compliance.

At quote submission, offerors must provide proof of facility compliance through licensing or sanitation certificates, relevant quality or safety certifications, and a written Contingency Plan demonstrating service continuity in case of equipment or facility failure. The Contingency Plan must identify a backup facility with the Plant Manager's contact information and include a binding agreement stating 24-hour response and production capacity, and must address transportation vehicle failure. This is a new contract with no direct incumbent. Historical workload data is limited; actual usage aligns closely with the 2,600-pound monthly estimate.

Questions & Answers

Laundry/Linen Service Fisher House OVAMC

Q1. Estimated Laundry Volume (CLINs vs. PWS 600 lbs/week)

A1. The 2,600 pounds listed in each LIN is the official estimate for pricing purposes. The “600 lbs per week” language in the PWS reflects the maximum weekly allowance covered within the two scheduled pickups. Quoters must base their pricing on the monthly estimate of 2,600 pounds. The price for this LIN shall be a monthly rate, calculated using the weekly maximum of 600 pounds of laundry.

Q2. Question Option Year 4 begins 07-01-2031, creating an apparent gap year from 07- 01-2030 to 06-30-2031 with no priced CLIN. Is this intentional, or is a CLIN covering that period missing from the schedule? Additionally, FAR 52.216-22(d) prohibits deliveries after 06-30-2031, which conflicts with the Option Year 4 end date of 06-30- 2032. Please confirm which date controls and advise whether an amendment will be issued to reconcile these terms prior to the quote deadline.

A2. The price schedule has been revised to reflect the correct date of option year 4 that would end on 6-30-2031.

Q3. Contractor-furnished laundry exchange carts — quantity, specifications, and ownership.

How many laundry exchange carts is the Contractor required to provide, and what size or type specifications must they meet? Does the Government currently have any carts at the Fisher House that the Contractor may use? At contract expiration, non-renewal, or termination, who retains ownership of the Contractor-furnished carts?

A3. Laundry exchange carts shall be provided by the Contractor. As stated in PWS section

6.1. Contractors must provide all carts required for routine pickup and delivery. Any carts furnished by the contractor will remain the contractor’s property at the end of the contract period.

Q4. Vendors requested historical weekly, monthly, and annual totals.

A4. Historical workload data is limited; however, actual usage aligns more closely with the 2,600-pound monthly estimate based on the two per week pickup totally 600lbs.

Q5. Contract Ceiling ($200,000)

A5. The contract is an indefinite quantity contract for the services specified in the performance work statement (PWS). Orders will be issued in the form of task orders. The quantities in the schedule are estimated. The orders issued against the life of the contract shall not exceed $200,000.00.

Q6. Subcontractors / Backup Facilities / Contigency Plan

Can the Government confirm whether the contractor may use a qualified subcontracted commercial laundry facility, provided the prime contractor remains responsible for performance, quality control, reporting, pickup/delivery, and contract compliance?

A6. Use of subcontracted commercial laundry facilities is permitted. The prime contractor remains fully responsible for performance, quality control, pickup/delivery, reporting, contingency response, and compliance.

A letter of commitment from a backup facility is acceptable for submission; a formal subcontract is not required at quote submission. However, The Contractor shall furnish with their proposal a written Contingency Plan indicating that services can be continued in the event of Contractor’s equipment and or production facility failure. The Contingency Plan shall include name of back-up facility, Plant Manager, telephone number and a binding agreement. The agreement shall state a twenty-four (24) hour response/production capacity/ability. The Contingency Plan must include transportation vehicle failure.

Q7. Licensing, certification, insurance, sanitation, or inspection documents that must be submitted with the quote to show that the laundry facility is qualified and authorized to perform the work?

A7. Offerors should comply with all applicable local/state licensing, sanitation, and inspection requirements. At quote submission, offerors must provide:

• Proof of facility compliance (license or sanitation certificate)

• Any relevant quality or safety certifications

• A contingency plan as required under the PWS

Q8. Incumbent Information

A8. This requirement is new base plus option year contract for the Orlando VA Fisher House, and there is no direct incumbent contract that matches the scope of this RFQ.

Q9. Emergency Pickup CLIN Clarification

A9. Emergency pickups are separate from the annual estimated poundage and shall be priced under the Emergency Pickup LIN (12 EA per year).
