About this file
This is a Questions and Answers document for a federal telecommunications infrastructure services contract opportunity at the Veterans Affairs (VA) Orlando medical center and associated locations.
The contract is a task order-based, indefinite-quantity service contract set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The guaranteed minimum annual value is $25,000, with a maximum contract value of $2,000,000. An incumbent contractor (Contract No. 36C24821D0074, valued at $998,529.89) currently performs the scope of work. Pricing must be provided for each contract line item (CLIN) and subCLIN on a firm-fixed-price basis, with invoicing conducted on a task-order basis. Escalation is recommended as good business practice for option years. Offerors are expected to provide standardized unit pricing per task without quoting quantities, though final invoicing will vary based on actual quantities and requirements. The contract covers multiple VA locations across central Florida, including federal-owned facilities (Lake Nona, Lake Baldwin, Viera, Lakemont) and leased properties, with varying wage determinations applicable.
Work includes data cabling (CAT6A), fiber optic installation, coaxial cabling, patch panel installation, copper and fiber testing/certification, emergency service calls, and associated infrastructure support. Historically, 99% of work is regular scheduled and 1% emergency response. Contractor personnel must obtain security clearances and badges for unescorted access to restricted areas. Materials must conform to existing site standards per VA OIT infrastructure standards, with specific cable color coding for different applications. The contractor is responsible for providing infection-control supplies, equipment, and tools; firestopping documentation; comprehensive testing and labeling; and as-built documentation. Work requires compliance with all applicable federal, state, and local safety standards, including OSHA and confined spaces requirements. A one-year warranty covering both labor and materials is required. No formal pre-quote site visit will be conducted, though typical conditions can be discussed at kickoff meetings.

QUESTIONS AND ANSWERS
QUESTION 1:
Are there any markup documents for the Primary places of performance buildings listed in Table 1 of the solicitation?
Those can be provided for each task order if needed upon award.
QUESTION 2:
Is this an ongoing project spanning multiple months/years?
No, this is task order based on small one-time service-based contract, not new construction.
It has many VA locations so I assume this would be at different VA locations.
Yes, this is a multi-campus AOR.
Do you want a total for all materials and work to be completed or do you need all line items priced as well.
Invoicing will be task order based on agreed upon B.2 Price/Cost Schedule awarded. Please provide pricing/estimates for each CLIN/subCLIN for technical evaluation.
It says The guaranteed minimum for the fiscal year in which the contract was awarded shall be $25,000.00.
Correct. See C.3 52.216-22 INDEFINITE QUANTITY (NOV 2025) (DEVIATION)
The total maximum amount of services acquired under this contract shall not exceed $2,000,000.00. Is this the SDVOSB set-aside range as well? .
See: C.3 52.216-22 INDEFINITE QUANTITY (NOV 2025) (DEVIATION) and C.7 VAAR 852.219-73 VA

BUSINESSES (JAN 2023) (DEVIATION)
QUESTION 3:
1. Is there an incumbent contractor performing this scope today?
Yes. If yes, can the government identify the firm, the contract/PO number, and award value? Contract No. 36C24821D0074, $998,529.89
2. Can the Government release historical task-order volume by CLIN line item (or by year) for the prior 24–36 months so quoters can validate the estimated quantities listed in Section B.2
Estimated quantities are listed in the price schedule of the solicitation.
Estimated quantities are not required only cost per item number. Historically the majority of work consisted of adding additional data drops in facilities. Sometimes fiber optic cabling was needed. Less often coaxial cable was needed, primarily for TVs. And seldom are other listed CLINs needed.
3. What is the historical mix of "regular scheduled" vs "emergency 24-hour response" work orders?
Historically 99% regular scheduled and 1% emergency.
4. CLIN 0001AA references "2ea data <=300' into 4-port plate with jacks/blanks" — does the quantity (e.g., 50 EA) reflect drops (each = 1 plate with 2 cables) or individual cables? Please confirm the unit-of-issue interpretation across all 0001/0002/0004 CLINs.
As described quote labor/materials for listed task. Do not quote quantities. (0001 = OP1, 0002 = OP2, etc.)_
5. For fiber CLINs 0004AA–AJ priced per "100-foot increment," should the unit price assume one full splice/termination event per increment, or are terminations priced separately?
Final adjusted invoiced quantity will be based on footage with terminations included. (eg: 400’ invoiced as: 4ea. 0004AA-AJ). Provide pricing for listed task’s labor/materials.
6. CLIN 0005 "Minor Electrical" — what is the maximum scope considered "minor" (e.g., circuit additions, panel work, voltage limit)? Will work requiring a State of Florida Electrical Contractor's license be in scope, and if so, must the prime hold it?
Minor electrical work consists of installation of conduits/pathways only, needed for additions and/or rough ins of data/voice cabling. No voltage applicable. All electrical work shall be in accordance with local, state, and federal laws and regulations.
7. Are pre-terminated trunk cables, modular cassettes, or factory MPO assemblies considered "materials" billable at cost-plus, or are they assumed included in the firm-fixed unit prices?
Invoicing under negotiated B.2 Price/Cost Schedule table should be the normal.
Deviations can be negotiated via quotes prior to start of work via quotes.
8. Are racks, cabinets, vertical/horizontal cable managers, ladder rack, and grounding bus bars within scope? If so, under which CLIN should they be priced?
The majority of this infrastructure is already installed. If not, then quotes can be negotiated prior to starting work.
9. Will the contractor be required to remove and dispose of abandoned cable per NEC 800.25, and if so, under which CLIN?
Yes, OP1=1001AE, OP2=2001AE, etc.
QUESTION 4:
