About this file
This is a Special Notice of Intent to Award for a single-source procurement action. The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), Network Contracting Office 8 (NCO-8) intends to award a services contract to TRANE U.S. dba Trane Technologies Puerto Rico for maintenance and repair of Building Automation System (BAS) and components at the VA facility in San Juan, Puerto Rico. The contract will consist of a base period of twelve months plus four one-year option periods. The applicable NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a business size standard of $19.0 Million, and the Product Service Code is J041.
This notice of intent is not a competitive solicitation; however, firms may challenge the single-source award by providing clear and convincing evidence of their capability to deliver the services at the specific location and demonstrating that competition would be advantageous to the Government. The justification for single-source procurement is that TRANE U.S. dba Trane Technologies Puerto Rico is the only equipment manufacturer (OEM) authorized distributor and service representative for the geographical area. Responses must be submitted via email to Contract Specialist Aurea Gonzalez at Aurea.Gonzalez@va.gov no later than March 27, 2026, at 9:00 AM AST (Puerto Rico Local Time). The contracting office is located at VA Caribbean HCS (Admin Bldg) #10 Calle Casia Suite #4M440, San Juan, PR 00921-3201.
