A) Flooring & Base Requirements

1. Is the 4" cove base to be replaced?

The VA will be responsible for replacing cove base.

2. Is the VA expecting the contractor to install transition strips where floor types change?

Transition strips need to be pulled and reinstalled before completion unless unable to be reused.

3. Confirm if floor access panels need to be troweled and finished properly.

Floor access panels need to be finished as close as reasonably possible.

4. Will the entire floor area require patching, or can a smaller portion be acceptable according to VA expectations?

The entire floor will need to be free of any divots or tripping hazards.

5. Has the flooring been tested for ACM (asbestos-containing material)? If so, can we get the testing results?

Yes and Yes.

6. Is there any asbestos in the tile, mastic, or patching compound?

No.

B) Striping & Markings

7. Are the stripes required to be put back in place?

Yes.

8. Confirm if contractors will need to paint yellow lines around machinery. Should they match existing or add additional markers?

Yes. No need to add additional markings.

C) Access & Phasing

9. Can the project be completed in phases, allowing the contractor to maintain full control of the area until finished? Yes.

All areas will only be available in the allotted working time slot unless otherwise

10. Will the fixed laundry equipment remain in place during performance, requiring section-by-section work?

Fixed laundry equipment will not move at anytime throughout the duration of the project.

11. If phased execution is required, what is the maximum area we can take offline at one time, and how will sections be defined/approved?

No areas can be taken offline. Facility must be fully operational by 6am daily.

12. Will the areas be isolated from other personnel while the contractor is not onsite?

Yes.

13. Is the contractor able to open windows and doors leading outside for ventilation?

Yes.

D) Scheduling

14. Is the laundry closed on Saturdays and Sundays?

No. Laundry runs 7 days a week.

15. Will work be permitted on Saturdays and Sundays? Yes

16. What is the tentative start date? The facility expects services to commence within 10 calendar days of award. Offerors shall include their proposed delivery schedule with their submission.

17. Confirm period of performance to be more than 30 days as discussed onsite. The area of service will be available to contractor staff: From: 6:00pm To: 6:00am seven

(7) days a week for all services to be completed. Offerors shall provide their estimated performance schedule. The Government is flexible.

18. Would the VA extend the project completion time to 60 days instead of the 30 days specified in the solicitation? See question # 17.

E) Moving Items

19. Confirm if laundry carts will be moved by VA personnel.

Yes.

20. For wheeled carts/bins and other movable items, who is responsible for temporary relocation (VA staff vs. contractor)?

VA Staff.

21. VA belongings will be removed from the gated area—please confirm.

F) Waste Removal & Storage

22. Can one 20–30 yd dumpster be placed near the loading docks?

Yes, one can be placed in the grass outside the loading dock.

23. Will the dumpster area available parking be near the laundry?

Yes

24. Will VA provide a dumpster and/or designated staging area for waste?

VA will provide a staging area, but will not provide dumpster.

25. Please confirm possible storage locations.

Multiple Connex’s are located down hill for contractor’s use.

26. For removed VCT, adhesive, and concrete debris, is collection/transport/disposal the contractor’s responsibility end-to-end?

G) Safety & Outages

27. Will shops be required to be present during outages? Is Firewatch required in areas with disabled fire alarms?

No and no.

H) Documentation & Submittals

28. Will you be providing the SF 1449 for submission with the bids? The RFQ consists of the SF 1449 (excluding page 1). Please ensure that you complete Sections B.3 (Price/Cost Schedule), B.4 (Delivery Schedule) and C.4 (VAAR 852.219-75) when submitting your offer.

29. Please provide floor plan of areas where work is required. There are no photos of floor plans available. Site visit was highly recommended for this reason. The square footage is approximately 6,625 feet of concrete flooring.

30. Is the densifier/sealer system subject to pre-approval? If yes, what submittals are required (product data sheets, SDS, manufacturer guidance)?

Yes, SDS and product data sheets.

31. Is there a required slip resistance / COF threshold, and will any COF testing be performed for acceptance?

Yes , .50 is the minimum requirement.

32. After application, what is the required minimum cure time and what access restrictions apply?

Cure time can be any time within the 6pm-6am parameters before VA employees need the area. Access restrictions will be the entire work space during working hours.

33. For final acceptance, who performs it (VA Maintenance / Safety Officer), and what closeout documentation is required?

VA Maintenance and Safety Officer will both perform acceptance together. Closeout documentation is simply signing off on work being completed and any instructions for further maintenance that may need to be performed.

I) Finish Specifications

34. Required final grit level for polished concrete.

Any level that meets the .50 minimum grit requirement.

35. Desired finish or sheen level (matte, satin, high-gloss).

Satin

36. Whether any specific ASTM standard, VA facility standard, or manufacturer specification applies.

VA facility standards apply to any work started.

37. The synopsis references cleaning, grinding, sealing, and polishing; however, the grit progression and finish level are not defined in the posted notice.
