Q&As:

Eligibility and Participation:

1. Is this federal solicitation opportunity only available to Florida registered companies, or are you requesting a copy of active/valid SunBiz registration from companies registered and operating in Florida?

Answer: Local workers need to be in the Tampa area. Offerors based out-of-state but transacts business in Florida must be authorized to transact business in Florida (registered with the Florida Dept. of State/Sunbiz) as a foreign entity.; the Contractor must maintain Florida authorization for the duration of the contract.

2. Could you please confirm whether this opportunity is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), or if other small-business set-aside categories are also eligible to submit proposals?

Answer: Yes, this is a 100% SDVOSB set-aside.

3. Can a non-SDVOSB prime contractor partner with an SDVOSB subcontractor who performs 70%+ of the operational work? Does this satisfy the SDVOSB set-aside requirement, or must the prime contractor itself be SDVOSB certified?

Answer: No. IAW FAR Solicitation VAAR Clause 852.219-73(b)(2), VA Notice of Total Set-Aside for Certified-Disabled Veteran-Owned Small Businesses, “Any award resulting from this solicitation shall be made to a certified SDVOSB listed in the SBA certification database who is eligible at the time of submission of offer(s) and at the time of award.”

Route and Operation Details:

4. Please confirm the required vehicles for these routes. Are they large enough for hauling multiple items such as an SUV or a Sprinter van? Is a lift gate needed for the carts?

Answer: A lift gate is not necessary for transport. We require either a mid-sized SUV or larger, ensuring that the vehicle is sufficiently large to accommodate between 6 and 15 totes at any time. Totes measuring 21-7/8 x 15-1/4 x 12-7/8.

Answer: We can’t provide the current number of vehicles being used by the incumbent. The routes, including pickup and delivery times, are outlined in the Performance Work Statement attached to the solicitation.

8. Is this an existing route, and if so, who is currently operating it, and what was the price last year, including the number of vehicles used?
