About this file

This document is a Request for Information (RFI) for the VA's Building One Sanitary Riser Upgrade project at James A. Haley VA Hospital in Tampa, Florida. The RFI contains 81 detailed questions and answers covering various aspects of the project, including construction requirements, safety protocols, asbestos abatement, electrical and plumbing specifications, work scheduling, and administrative details. Key clarifications include confirmation of work hours flexibility, acceptance of second shift work, use of Procore for project documentation, and specific guidelines for asbestos removal with a $100,000 allocated allowance.

The associated federal contract opportunity is a solicitation (36C24825R0116) for a Bid Build Upgrade of Building One Sanitary Riser, with a project value between $1,000,000 and $2,000,000. The project is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with proposals due by 07/21/2025. The VA seeks a contractor to replace and upgrade the existing Sanitary Riser #5 in building one, with evaluation criteria focused on past performance, technical approach, and project experience, where technical factors are significantly more important than price. The contract will be awarded using a best value tradeoff approach.
