About this file

This document is a Questions and Answers (Q&A) attachment for VA solicitation 36C24825R0063 for renovating the second floor of a mental health outpatient clinic and chapel. Key details include:

The Statement of Work (SOW) is limited to the second floor, with demolition work required to be conducted after 4:00 PM or outside normal business hours. Construction may occur during working hours (7 AM to 4:00 PM) as long as hospital operations are not disrupted. The contractor will not be provided office or storage trailer space, only a dumpster location. Temporary exhaust air systems can be tied into existing ductwork if outdoor routing is not possible. No unarmed guards or security cameras will be required, contrary to initial specification language. Wage determination for the project in Puerto Rico does not fall under the Davis-Bacon Act, and potential bidders are advised to contact the Department of Labor for specific labor rate information.

QUESTIONS AND ANSWERS

Question 1. In sheet HA101 the Abatement plan is called "Second Plan - Abatement" but in sheet AD101 the demolition plans are called "First Floor RCP" and "First Floor Demo Plan".

Please confirm that SOW is limited to one floor.

Answer: Yes, SOW is limited to one floor (2nd floor).

Question 2. Please provide the location for the Contractor’s temporary facilities (storage trailer, office, dumpster)

Answer: Temporary space will be provided only for dumpster. Not space for office and/or storage trailer.

Question 3. As per drawing A600, Chapel’s floor finish is Luxury Vinyl Tile #5 (Color Windsor Oak Gunstock). As per drawing A600 - finishes schedule and drawing A601, Chapel’s floor finish is CPT 1, CPT 2, and CPT 3 (Color Crane, Elephant, and Dolphin). Please advise.

Answer: Floor finishes are per finishes schedule. Drawings will be updated by the AE contractor in the future.

Question 4. Please provide the second-floor existing floor plan to evaluate the possible routes for the temporary exhaust air system to be directed outdoors.

Answer: Existing second floor plan attached with this form. (Last page).

Question 5. If the temporary exhaust air system could not be directed outdoors due to the existing conditions, please advise if the HEPA-filtered air could be directed into an existing exhaust system.

Answer: Yes, Hepa Filtrated Air equipment could be tie in into the existing ductwork distribution as a Temporary solution to be in compliance with the room pressurization during the construction process, and compliance with the ICRA permits.

Question 6. Please provide the working hours period.

Answer: Per SOW (paragraph 1.2 under General Project Description, 2.3. under General and Technical Requirements and paragraph 3.7) in summary requires the contractor to perform a well-organized, practicable and construction phasing for each proposed segregation area in order that the normal hospital operations will not be interrupted except by previous and timely coordination with VA staff through Project Manager at Facility Management Service. Therefore, demolition work must be conducted after 4:00pm or beyond normal business hours. The construction phase may be conducted during working hours (e.g., 7am to 4:00pm) as long as normal hospital operations are not disrupted. If disruptions are unavoidable, the contractor must coordinate them with the COR well in advance.

Question 7. Please provide the temporary facilities requirements for the resident inspector.

Answer: We have no requirements nor facilities for a resident inspector.

Question 8. As per specification 01 00 00-1.5-C-1, the General Contractor shall provide unarmed guards at the project site, during construction hours, to escort VA staff, patients, and visitors through corridors under active construction in areas where the corridors must remain open. Please advise how many unarmed guards will be required during the construction hours.

Answer: Guards are not required. Specification will be updated by the AE contractor in the future.

Question 9. As per specification 01 00 00-1.5-C-3, the General Contractor shall install equipment for recording guard rounds to ensure systematic checking of the premises. Please provide the temporary cameras locations and where they must be connected to the existing security system.

Answer: Cameras are not required. Specification will be updated by the AE contractor in the future.

Question 10. The General Proposal Information item 19 state the following: "WAGE DETERMINATION & CONSTRUCTION WAGE RATE REQUIREMENTS (DAVIS BACON ACT): The prevailing Wage Determination for Puerto Rico is not applicable for this contract. The Wage Rate Requirement (Davis-Bacon Act (DBA)) does not apply to federal construction contracts in Puerto Rico, and the U.S. Virgin Islands or other territories. However, some related Acts which provide federal assistance to local Government bodies in these territories do require the payment of prevailing wage rates". Can the department advise which is the minimum hourly rate for the construction workers in this project?

Answer: The offeror should contact the Department of Labor for labor rates related questions.
