QUESTIONS AND ANSWERS.

1. Q: On average, how many beds of each type are you renting simultaneously (e.g., there is a big difference between having two beds rented for 200 days each and 400 beds being rented one day each).? I understand the CLIN structure is on a daily rate, but as a small business, we cannot have a lot of excess inventory on hand, given the costs of hospital beds.

A.1: The VA anticipates an estimate of beds required per order is 1 – 10 beds per order. The government does not have an input on the contractors inventory or ordering procedures for the beds.

2. Q: Is white glove delivery required?

2. A: White glove delivery is a vague description. The VA requires delivery, assembly, installation and training. All tools needed to delivery, assembly, and install are required by the contractor.

3. Q: Can the contractor dispose of hospital bed dunnage on site to will they be required to haul it away?

3. A: The requirement is for removal of dunnage by the contractor, not on the VA property.

4. Q: At the time of bed installation, is the contractor required to instruct the VA staff on its operation?

4.A: The VA requires the contractor to provide Operator Training to VA staff on proper use of equipment upon request as stated in the SOW. The VA also requires the contractor to be responsible for employing technically qualified personnel to the work specified in the SOW.

5. Q: What certifications must the delivery technician have (in addition to knowledge of the particular hospital bed being delivered) such as HIPAA and Privacy Act?

5. A: The contractor is completely responsible for all the actions of their employees. All contractor personnel employed in the performance of this contract shall comply with all VA building regulations, policies, and guidelines while on the premises. Contractor personnel shall be free of body odor and wear clean clothing (uniforms as appropriate) while performing duties under this contract. The Contractor shall consider the clinical environment and instruct/train their personnel in applicable safety precautions and special requirements. These requirements may include but are not limited to such conditions as human secretions, blood, barium, etc.

Contractor personnel shall take appropriate precautions while performing duties applicable to this contract.

The Contractor shall comply with all applicable federal, state and local laws and ensure performance is secure while protecting material, equipment, and supplies from damage and loss. Government security personnel shall have the express right to inspect for security violations at any time during the term of the contract. The contractor shall not release any information (including photographs, files, public announcements, statements, denials, or confirmations) on any part of the subject matter of this contract or any phase of any program hereunder without the prior written approval of the COR. This information is included in the

SOW.

6. Q: MESA understands this is a 24/7/365 contract, but as a course of normal business practice, there are “normal” delivery hours. Does the facility(ies) have preferred delivery hours for the hospital beds?

6. A: The VA’s preferred normal delivery hours are 0700-0800. Occasionally a request for a bed outside of delivery hours do occur. If the patient is moved from one location in the facility to another, the current bed must be returned, and a new bed request will be issued for the new location. This type of request can happen during a 24-hour period.

7. Q: Does the contractor need to provide a letter of supply?

7.A. No.
