About this file
This document is a detailed government response to a Request for Quote (RFQ) for work uniforms for the Bruce W. Carter VA Medical Center in Miami, Florida. The solicitation seeks various specialized work clothing items including flame-resistant shirts and pants, industrial work shirts, performance polo shirts, painter dungarees, and shop pants, totaling 266 garments across multiple sizes and colors. All items will feature custom VA Medical Center logo embroidery on the left chest in Pantone 266 color, specifically designed for different departmental roles like boiler plant operators, electricians, HVAC technicians, maintenance personnel, and supervisors.
The procurement is a small business set-aside with a competitive comparative evaluation process, targeting the NAICS code 315120 with an 850-employee size standard. Key requirements include 90-day delivery after receipt of order, delivery to a central loading dock, and strict adherence to specific product specifications such as NFPA 70E and ASTM standards for flame-resistant garments. No substitutions will be accepted, and vendors must be registered in SAM, verified by the Small Business Administration, and provide certification documents at quote submission. The solicitation is for a firm fixed-price contract with the Department of Veterans Affairs Veterans Health Administration, and this is a new requirement with no incumbent vendor.

Delivery & Logistics
· Confirming the required delivery timeframe after receipt of order (ARO) is 90 days?
· Will delivery be to a central receiving dock at the Miami VA Medical Center, or directly to individual departments?
· Is there a preferred delivery schedule (single shipment vs. phased delivery)?
· Will the VA accept partial delivery of the overall order if all units of a specific line item are delivered together? (The solicitation states “no partial orders of any one requested item,” but clarity could avoid disputes.
R6
Yes, 90 days.
Yes, will receive at a loading dock and then inventoried prior to delivery to the Service.
Single shipment is preferred. However, if all items cannot be delivered at the same time and partials are required, it is preferred that the same item be shipped all together. e.g. do not ship half of the shirts requested and half pants requested, rather ship all shirts or all pants. Keep the items together.
Q7
Are all Items Brand name or Equal?
R7
Yes, All Line Items are Brand Name or Equal. (See updated Line Items)
