PWS, Section IV, Place of Performance
According to the JTR and GSA Per Diem, any mileage over 50-miles should be reimbursed using the GSA Per Diem mileage rate. Based on our knowledge of those specific locations in Table 1 and the distances, will the Government consider covering mileage as many of the locations are more than 50 miles away or apart from each other?

Or is the Government expecting offerors to include mileage costs in their FFP pricing?

Refer to ATTACHMENT E, Performance Work Statement (PWS) Rev. 01, 07-17-2025, Paragraph IV. This is a Firm-Fixed-Price contract without incentives. IAW with the description described at FAR 16.202-1 - A firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. This contract type places upon the contractor maximum risk and full responsibility for all costs and resulting profit or loss. It provides maximum incentive for the contractor to control costs and perform effectively and imposes a minimum administrative burden upon the contracting parties.

Budget
Could you please provide the government’s estimated budget or funding range for this requirement?
This is Service Contracting as described in FAR part 37. Only in Construction and Architect-Engineer solicitation as referenced in FAR Part 36.204, Advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. In no event shall the statement of magnitude disclose the Government’s estimate.

Under which of these parts (b thru e) do offerors provide VAAR 852.219-75?
VAAR 852.219-75 is not an evaluation factor; it’s an administrative review prior to evaluations and contract award. The Government will not consider offers for award from offerors that do not provide the certification listed in the solicitation.

Previous Contractor proposed 1 FTE based on scope of work, FTE qualification and certifications. It is the contractor’s responsibility to propose the best solution to the Government including staff allocation at a price that could be determined fair and reasonable. At no time must there be a gap in service during Key personnel substitution. Refer to ATTACHMENT E, PWS, paragraph VIII.

The Government lists many qualifications and certifications within section VIII but does not list a PMP requirement as one of the qualifications. In Proposal Section E, the Government lists a PMP certification. Most IT Engineers do not manage projects and do not have a PMP; they are more hands-on.

Will the Government consider removing the requirement for a PMP or make it a preferred certification?

Request the change from the current NAICS code of 519513 to 541519 (Exception 18) Information Technology Value Added Resellers Size Standard 150 employees?

The Small Business Administration does not recognize, assigned or list NAICS 519513 in their Small Business Size Regulations, 13 CFR 121.201. https://www.ecfr.gov/current/title-13/chapter-I/part-121#121.201. NAICS 541519 (exception 18) description does not meet the scope of the solicitation: NAICS code 541519 – An Information Technology Value Added Reseller (ITVAR) provides a total solution to information technology acquisitions by providing multi- vendor hardware and software along with significant value added services. Significant value added services consist of, but are not limited to, configuration consulting and design, systems integration, installation of multi-vendor computer equipment, customization of hardware or software, training, product technical support, maintenance, and end user support. For purposes of Government procurement, an information technology procurement classified under this exception and 150- employee size standard must consist of at least 15% and not more than 50% of value added services, as measured by the total contract price. In addition, the offeror must comply with the manufacturing performance requirements, or comply with the non- manufacturer rule by supplying the products of small business concerns, unless SBA has issued a class or contract specific waiver of the non-manufacturer rule. If the contract consists of less than 15% of value added services, then it must be classified under a NAICS manufacturing industry. If the contract consists of more than 50% of value added services, then it must be classified under the NAICS industry that best describes the predominate service of the procurement.
