The purpose of this amendment is to post answers to questions received during the solicitation process and to extend the due date of the solicitation.
1. The due date of solicitation is changed from July 18, 2025 at 4:00 PM EST to July 25, 2025 at 4:00 PM EST.
AHU and Chiller Vendor Questions
1. Are NEBB-certified “water-side/chilled water” test and balance services required for this project (Yes or No)?
a. No.
2. IF NEBB-certified “water-side/chilled water” test and balance services ARE required, to what extent (from what starting point to what ending point)?
a. NA.
3. Is NEBB-certified “air-side” test and balance service required for this project (Yes or No)?
a. Yes. T&B shall be conducted for the ISO South AHU replacement.
4. If NEBB-certified “air-side” test and balance services ARE required, to what extent?
a. All rooms served by ISO South AHU shall be balanced to match the current air exchanges and pressures.
5. Is the Contractor responsible for “air-side” test and balancing of the new AHU, and each connected ceiling mounted supply grille, return grille, and exhaust register?
a. Yes. See # 4.
6. IF the VA is expecting the AHU air distribution system to be completely tested and balanced to the floor plan level, please provide floor plans indicating how many ceiling mounted supply air grilles, return air grilles, and exhaust registers are needing to be balanced.
a. There are 6 rooms served by ISO South AHU. All rooms served by ISO South AHU shall be balanced to match the current air exchanges and pressures.
7. Are the existing ceiling mounted supply grilles, return grilles, and exhaust registers able to be adjusted for airflow?
a. Yes.
8. The new AHU appears to be physically larger than the existing AHU being replaced. If a curb adapter is NOT available, is the Contractor responsible for cutting the roof and re-sealing the roof penetrations (Yes or No)?
a. No, if there is not an adapter and the approved and accepted AHU requires roof modifications this will be handled by the VA not the contractor.
9. Does the existing roof have a warranty of any kind (Yes or No)?
a. No.
10. If the roof is under warranty, what is the name of the roofing contractor that warrantied the roof?
a. NA.
11. If the roof is NOT under warranty, does the VA have a preferred roofing contractor? If so, please provide their name.
a. The VA can not advise as to what subs should be used.
12. Are the crane lifts able to be performed during the VA’s normal working hours (Yes or No)?
a. No.
13. The Chiller and CW pumps SOW indicates the electrical work required – “Provide and install new starter / motor controls for each Chilled Water pump”. “Provide and install new electrical disconnect at the Chiller”. However, there does NOT appear to be any SOW regarding electrical for the new AHU. Please provide an electrical SOW for the new AHU.
a. ISO South AHU shall have new Nema rated disconnects within site of the unit, and a new VFD that is BACnet capable to support the new AHU.
14. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?
a. Yes, as long as that superintendent is competent in the trades they will be overseeing and has completed a 30-hour OSHA course.
15. Are contractors required to issue a contract specific QA/QC Plan?
a. No.
16. Are contractors required to issue a contract specific Safety Plan?
a. No. However, a lift plan will be required for any and all crane work. That plan shall be submitted 28 calendar days prior to work to the VA COR so the safety officer can be notified, and a bulletin be put in place.
17. Is this project tax exempt?
a. Yes.
18. Can the road be blocked off for crane operation if needed?
a. Yes. The VA can schedule road closure on VA property, not on city or state property.
19. Is a Trane manufactured Chiller required?
a. Trane equipment is not required. This is a brand name or equal requirement. Equipment identified as “equal” will be evaluated. Equipment shall meet all requirements listed in the SOW and solicitation.
20. Is a Trane manufactured Air Handler required?
a. Trane equipment is not required. This is a brand name or equal requirement. Equipment identified as “equal” will be evaluated. Equipment shall meet all requirements listed in the SOW and solicitation.
21. Are existing tanks/vessels on the chiller platform to be reused or replaced?
a. All equipment on the pad shall be replaced.
22. Can the mechanical drawings for the building and roof be provided?
a. Drawings are not available. This is a like-for-like equipment replacement.
23. Will existing conduit be reused from the main panel to the disconnects that will be replaced?
a. As this is a like for like replacement all electrical from the panels to the disconnects should not require replacement.
24. Will existing conduit be reused from the disconnects that are being replaced to the new chiller?
a. No. New conduit shall be installed from the disconnects to the equipment.
25. Will existing conductors be reused from the main panel to the disconnects that will be replaced?
a. Yes.
26. Will existing conductors be reused from the disconnects that are being replaced to the new chiller?
a. No. There shall be new conductors and conduit from the disconnects to the equipment.
27. Can the name plate data for both the existing chiller and air handler be provided?
a. Information not available
28. Can the site visit sign in sheet be provided?
a. Due to privacy concerns only the list of companies who attended the site will be made available. All personal contact information will remain confidential.
29. Contractor is responsible for testing and balancing both of the units on the roof. Testing and balancing of individual supply and return diffusers inside the hospital is not required. Please Confirm.
a. Please see # 6.
30. Can the small amount of water that will be in the chiller and piping be routed to the nearest roof drain for disposal?
a. Yes.
31. Does the VA have any existing as-builts or model # for the existing McQuay AHU being replaced?
a. Information not availabe Clarification Regarding Scope and Real Property Modifications This is a commercial service acquisition conducted under FAR Part 12 for the replacement of an air handling unit and chiller. This is not a construction contract.
Contractors are not authorized to modify real property, including but not limited to: cutting, the roof, altering structural components, electrical conduit replacement, or plumbing modifications beyond equipment disconnection and reconnection at provided service points.
The contractor may replace electrical disconnects and conduit between existing service points and the unit as required to support the installation. However, no modifications to building electrical infrastructure, wall penetrations, core drilling, or real property alterations are authorized under this contract. Any such needs must be identified and coordinated with the VA for separate handling.
Minor penetrations and resealing necessary to complete installation of the AHU and chiller are permitted, provided that no structural modifications to the facility are made. The contractor is responsible for restoring any affected areas to a weather-tight and code-compliant condition. All penetrations must be coordinated with VA Engineering, and work shall not void any existing roofing or system warranties.
Any alterations to the facility structure for installation (e.g., roof modifications) will be performed by the VA or a separately contracted source. Contractors shall notify the VA of such needs on their quotes when submitted.
All services must be performed in accordance with the stated Statement of Work. Questions or assumptions about construction activities should be directed to the Contracting Officer.
